Abstract
El dinero en muchas ocasiones ha sido el detonante de conflictos entre países, departamentos,
municipios y a nivel interno en una empresa. La función pública que cumple las distintas
entidades estatales es la clave para dar control y dar vigilancia a la administración del capital
del estado, entre ellas está la Controlaría General de la República, Contralorías
Departamentales o Municipales, siendo estos los evaluadores de los productos obtenidos por
las distintas estructuras y organizaciones del Estado, al concretar si se apropian, administran
o utilizan el capital del estado, teniendo en cuenta la legalidad, y de manera simultánea
principios como la economía, la eficacia, la eficiencia, la equidad y la sostenibilidad
ambiental. (República, 2018)
Abstract
Money has often been the trigger for conflicts between countries, departments, municipalities
and even in a business level. The public service is the key to control the administration of the
State capital. This is composed by different state entities; some of them are the Comptroller
General's Office and the different Departmental or Municipal Comptrollers which at the same
time are the evaluators of the results achieved by different organizations and entities of the
State. These State entities determine whether they acquire, manage or use public resources within the legal framework, bound to the principles of economy, effectiveness, efficiency,
equity and environmental sustainability
