In addition, it argues that civil non-state actors play a critical problem-solving role in peacekeeping and peacebuilding and complement the role of state actors. The paper examines the role of civil non-state actors through their dialectical affinity with state actors in the peacekeeping and peacebuilding processes. It further expands the notion of non-state actors in peacekeeping and peacebuilding to encompass community-based ngos and ad hoc community organizations. Moreover, it points to the positive role of civil non-state actors and the wide range of activities they perform, especially in peace mediation and post-war reconstruction.     Abstract
    This paper advances the notion of civil non-state actors in peacekeeping and peacebuilding. Using Sierra Leone, Liberia, and Côte d’Ivoire as cases studies, the paper identifies three kinds of civil non-state actors in war-torn countries: international non-governmental organizations (ngos), community-based ngos, and ad hoc community organizations.     Este artículo presenta la noción de actores civiles no estatales en el mantenimiento y la consolidación de la paz. Utilizando Sierra Leona, Liberia y Costa de Marfil como estudios de casos, se identifican tres tipos de actores civiles no estatales en países devastados por la guerra: organizaciones internacionales no gubernamentales (ong), ong comunitarias y organizaciones comunitarias ad hoc. Se concluye que los actores civiles no estatales desempeñan un papel crítico en la resolución de problemas para mantener y consolidar la paz, y complementan el papel de los actores estatales. Asimismo, se examina el papel de los actores civiles no estatales a través de su afinidad dialéctica con los actores estatales en los procesos de mantenimiento y consolidación de la paz. Por último, se señala el papel positivo de los actores civiles no estatales y la amplia gama de actividades que realizan, especialmente en la mediación de la paz y la reconstrucción en la posguerra.
