    A look to the National System of Science, Technology and Innovation and the social sciences in Colombia, some key elements for reflection

Most of the community, institutions, knowledge that has been strengthened over the years of support is scattered and as a body of knowledge production, we are unaware of what responds to investigative processes, systematization or reflection, and for what purposes, under what circumstances or with what theoretical and methodological perspectives it was carried out. Similarly, we ignore if this knowledge has responded to the needs of the country as part of the main socio-historical processes. In this regard, we believe that “an analysis of the status of institutional social sciences and humanities. The Colombian case” is an important tool for academic institutions and for those agencies in charge of formulating policies and implementing programs of science and technology development, in this case Colciencias, because they would have a systematic analysis on the current situation in Colombia in this matter. This would bring clarity and arguments to the decision making about research needs, perspectives and approaches of the program, the general orientation of the articulation between the different actors of the National Science and Technology System and the formulation of regulations and policies in agreement with the country’s realities. Additionally, the state of the art is a vital tool for scholars interested in pursuing a line of reflection on the media and the institutions that teach undergraduate and graduate professionals. Therefore, this article tries to make a diagnosis of the institutions and the social science community in Colombia as input for developing the strategic plan of the National Social and Human Sciences Program.     En Colombia, desde hace varios años, Colciencias ha impulsado la reflexión e investigación en ciencias sociales y humanas, de tal manera que hoy tenemos un valioso acumulado en términos de su conocimiento. Buena parte de la comunidad, de la institucionalidad, del conocimiento que se ha venido fortaleciendo a lo largo de los años de apoyo se encuentra disperso y, como conjunto de producción de saber, desconocemos qué tanto responde a procesos de investigación, de sistematización o de reflexión, y qué propósitos, en qué circunstancias o con qué perspectivas teóricas y metodológicas se ha llevado a cabo. De igual forma, desconocemos de manera sistemática si este conocimiento ha respondido a las necesidades del país en el marco de los principales procesos sociohistóricos. En este sentido, consideramos que “un análisis de la situación de la institucionalidad de las ciencias sociales y humanas. El caso colombiano”1 es una herramienta importante, tanto para las instituciones académicas como para aquellos organismos encargados de formular políticas e implementar programas de desarrollo de ciencia y tecnología, para este caso Colciencias, pues contarían con un análisis sistemático sobre la situación actual de Colombia en esta materia. Esto permitiría claridad y argumentación para tomar decisiones sobre necesidades de investigación, perspectivas y enfoques de dicho programa, la orientación general de la articulación entre los distintos actores del Sistema Nacional de Ciencia y Tecnología y para la formulación de disposiciones y políticas acordes con las realidades del país. Adicionalmente, el estado del arte es una herramienta vital para académicos interesados en seguir una línea de reflexión sobre los medios y para las instituciones que forman profesionales en pregrado y posgrado. Por eso, el presente artículo pretende realizar un diagnóstico de la situación, la institucionalidad y de la comunidad de ciencias sociales en Colombia como insumo para la elaboración del Plan Estratégico del Programa Nacional de Ciencias Sociales y Humanas.
