Abstract
El Plan Obligatorio de Salud es el conjunto de tecnologías en salud, que determina
a qué tiene derecho, en caso de necesitarlo, todo afiliado al Sistema General de
Seguridad Social en Salud. Se constituye en un instrumento para que las Entidades
Promotoras de Salud garanticen el acceso a las tecnologías en salud en las
condiciones previstas en la resolución; pero esta cobertura no está en todos los
servicios que puede brindar el Sistema de Salud y por esto existen los
medicamentos excluidos de este Plan de Beneficios, dado que el Estado no puede
suministrar todos los medicamentos a los usuarios y por medio de la Resolución
244 de 2019 se adopta el listado de servicios y tecnologías que serán excluidas de
la financiación con recursos públicos asignados a la salud
El Gobierno Nacional con el decreto 1313 de 2010 dio un alivio a los usuarios del
sistema de salud y reguló los medicamentos no incluidos en el Plan de Beneficios
que necesiten ser importados, con el objeto de establecer los requisitos y
procedimientos para que el Instituto Nacional de Vigilancia de Medicamentos y
Alimentos, Invima, autorice importaciones paralelas de medicamentos y dispositivos
médicos no incluidos en los Planes de Beneficios, que cuenten con registro sanitario
o permiso de comercialización en Colombia
