Abstract
Con la Constitución Política de 1991 se puede apreciar con total claridad que Colombia es un Estado Social de Derecho, descentralizado, con autonomía de sus entidades territoriales, como lo son los Departamentos, los Municipios y las Zonas territoriales Indígenas, a partir de esta Norma superior y teniendo en cuenta que los fines esenciales del Estado según el Art. 2 de Nuestra Carta Política, básicamente consiste en servir a la comunidad, promover la prosperidad general y garantizar la efectividad de los principios, derechos y deberes consagrados en nuestra Constitución, igualmente uno de los aspectos más fundamentales para todos los Colombianos es que estamos sujetos a enaltecer a todos los miembros de la comunidad nacional, cumplir la Constitución y las Leyes, respetar los Derechos ajenos y no abusar de los propios, respetar y apoyar a la autoridades democráticas, defender y difundir los Derechos Humanos, participar en la vida política, cívica y comunitaria del País y ante todo colaborar para el buen funcionamiento de la administración de la justicia y la Paz, desde el buen manejo y funcionamiento de los gastos e inversiones del Estado dentro de conceptos de justicia y equidad que en palabras de este documento metodológico se traduciría en el control social de la gestión pública.
Abstract
With the Political Constitution of 1991 it can be seen with total clarity that Colombia is a Social State of Law, decentralized, with autonomy from its territorial entities, such as the Departments, Municipalities and Indigenous territorial Zones, based on this superior Norm and taking into account that the essential purposes of the State according to Article 2 of our Political Charter, basically consists of serving the community, promoting general prosperity and guaranteeing the effectiveness of the principles, rights and duties enshrined in our Constitution, also one One of the most fundamental aspects for all Colombians is that we are subject to exalting all members of the national community, comply with the Constitution and Laws, respect the rights of others and not abuse our own, respect and support democratic authorities, defend and disseminate Human Rights, participate in the political, civic and community life of the Country and above all col to advocate for the proper functioning of the administration of justice and peace, from the proper management and functioning of State expenditures and investments within the concepts of justice and equity that, in the words of this methodological document, would translate into the social control of the Public Management.
