El horizonte sostenible de la transformación rural de Barbosa: estudio comparativo de las propuestas de los planes de desarrollo 2016-2019 y 2020-2023

Abstract
Barbosa es el municipio con la mayor vocación y población rural en el Valle de Aburrá, con una extensión de 206 kilómetros cuadrados, de los cuales solo tres constituyen lo urbano.
Este municipio, con 56 veredas, ubicado al norte del Valle de Aburrá, que, de fortalecer su producción y el mercado, podría convertirse en la despensa agrícola de esta subregión. Sin embargo, su potencial turístico, y los usos indebidos del suelo amenazan con acabar la ruralidad y la sostenibilidad del territorio.
De no plantearse propuestas ambientales y de protección de los ecosistemas, que controlen la proliferación de fincas de recreo, respeten la planeación territorial y se establezcan medidas de impacto que permitan mitigar y adaptarse al cambio climático, la seguridad alimentaria y el equilibrio ecosistémico de este territorio, y en general del Valle de Aburrá, estaría en riesgo.
En ese sentido, este estudio tiene como objetivo “Identificar, mediante una matriz comparativa, las propuestas de intervención que favorecen el desarrollo sostenible en la zona rural del municipio de Barbosa, plasmadas en los Planes de Desarrollo de 2016-2019 y 2020-2023, que apuntan a garantizar un horizonte sostenible para este territorio, y por ende para la subregión del Valle de Aburrá.
Abstract
Barbosa is the municipality with the largest vocation and rural population in the Aburrá Valley, with an extension of 206 square kilometers, of which only three constitute the urban area.
This municipality, with 56 rural areas, located to the north of the Aburrá Valley, which, if production and the market are strengthened, could become the agricultural pantry of this sub-region. However, its tourist potential, and the improper uses of the land threaten to end the rurality and sustainability of the territory.
However, if environmental and ecosystem protection proposals are not considered, that control the proliferation of recreational farms, respect territorial planning and establish impact measures that allow mitigation and adaptation to climate change, food security and ecosystem balance of this territory, and in general of the Aburrá Valley, would be at risk.
In this sense, this study aims to "Identify, through a comparative matrix, the intervention proposals that favor sustainable development in the rural area of the municipality of Barbosa, embodied in the Development Plans of 2016-2019 and 2020-2023, that aim to guarantee a sustainable horizon for this territory, and therefore for the Valle de Aburrá subregion.
