After this analysis a consideration on a digital inequality (a new kind of illiteracy) occurs, which keeps a gap between countries of the “first world” and countries of the “third world” and makes difficult inclusion in the setting of a new citizenship. Among these considerations, the digital citizenship discourse makes a way in the modern debate. From the definition of digital citizenship as “any individual, citizen or non-citizen, of other community or State, who makes full exercise or part of their political and social rights through Internet independently or through their membership in a virtual community” (José Manuel Robles) reflections arise on how this term is aroused in local legislative environments and in globalized world.     El concepto de ciudadanía en tanto isegoría e isonomía (Arendt), se hace pertinente en las nuevas formas de ciudadanía. Dentro de estas consideraciones, el discurso de la ciudadanía digital se abre un espacio en el debate contemporáneo. A partir de la definición de la ciudadanía digital como “aquel individuo, ciudadano o no, de otra comunidad o Estado, que ejerce la totalidad o parte de sus derechos políticos o sociales a través de Internet de forma independiente o por medio de su pertenencia a una comunidad virtual” (José Manuel Robles), surgen las reflexiones en torno a la manera en que esta se propicia en los entornos legislativos locales y en un mundo globalizado. Tras este análisis, se procede a la consideración de la desigualdad digital (un nuevo tipo de analfabetismo), que sigue marcando una brecha entre los países del “primer mundo” y los “países del tercer mundo”, y que dificulta la inclusión en el orden de la configuración de una nueva ciudadanía.
