Eficiencia en la administración de los recursos de las EPS del régimen contributivo para el periodo 2013 – 2015 mediante el análisis envolvente de datos (DEA)

Abstract
Este trabajo realiza una estimación de eficiencia en la administración de recursos de trece (13)
Entidades Promotoras de Salud (EPS) del régimen contributivo en Colombia para el periodo 2013-
2015, basándose en los estados financieros de cada una de ellas para aplicar la técnica del análisis
envolvente de datos (DEA), mediante la aplicación del modelo Banker, Charnes & Cooper Output
orientado BCC-O (con un enfoque a resultados). Se realizó una revisión de literatura relacionados
con el funcionamiento financiero de las EPS con el fin de establecer los referentes teóricos y dar
soporte a nuestra investigación. Los resultados muestran que en el año 2013 6 de las EPS-C
presentaban un comportamiento eficiente (1,00000) a la hora de optimizar sus recursos (inputs)
orientados a la salida (output); mientras que para el año 2015 este número se redujo a 3.
Adicionalmente, más del 46% de las empresas del estudio presentan un puntaje de eficiencia
inferior o igual al 0.6 lo que pone en riesgo el buen funcionamiento del sistema en el sentido de
que 6 de las 13 empresas prestadoras podrían ser intervenidas y cerradas o subastadas entre otros
operadores. Se concluyó que no es suficiente para estas entidades el solo hecho de ser eficientes en
la administración de sus recursos debido al impacto que tiene en la sociedad y a la cantidad de
factores que intervienen en la prestación del servicio en nuestro país lo cual no permite la
satisfacción de la salud como un derecho fundamental.
Abstract
This work makes an estimation of efficiency in the administration of resources of thirteen (13)
Health Promoting Entities (EPS) of the contributory regime in Colombia for the period 2013-2015,
based on the financial statements of each of them to apply the technique (DEA), using the Banker,
Charnes & Cooper Output model oriented BCC-O (with an approach to results). A literature review
related to the financial performance of the EPS was carried out in order to establish the theoretical
references and support our research. The results show that in the year 2013 6 of the EPS-C had an
efficient behavior (1.0000) when optimizing their output-oriented inputs; While for the year 2015
this number was reduced to 3. In addition, more than 46% of the companies in the study have an
efficiency score equal to or less than 0.6, which puts at risk the good functioning of the system in
the sense that 6 Of the 13 providing companies could be intervened and closed or auctioned among
other operators. It was concluded that it is not enough for these entities to be efficient in managing
their resources due to the impact it has on society and the number of factors involved in the
provision of the service in our country which does not allow satisfaction Health as a fundamental
right.
