En consecuencia, es necesario que las instituciones sean capaces de modificar sus estructuras normativas y operativas, de lo contrario desaparecerán a través del tiempo por falta de estrategias contundentes y una competitividad que les permita enfrentar las actuales demandas sociales. El presente trabajo se encargará de exponer aquellos argumentos de la teoría jurídica que conlleven a formar una acción práctica de tipo racional y legal con relación a la ciencia de policía, a fin de que esta última logre garantizar el respeto de los derechos humanos y del derecho internacional humanitario, además de ajustarse a los parámetros constitucionales de Colombia.Society has begun to modernize its economical, political, social and legal models frequently in order to be global and to satisfy the modern world needs.
