El SECOP II surge como una herramienta tecnológica para dichos objetivos, en los cuales se busca la transparencia, celeridad, eficiencia, eficacia, publicidad y demás principios de la contratación. Lo que hace necesario hacer un estudio de si realmente esta plataforma digital cumple con su propósito de ayudar a cumplir con los objetivos ya mencionados, en el presente artículo expondremos las definiciones y procedimientos del SECOP II, así como su implementación para finalmente, dar conclusiones sobre el problema planteado.State contracting is an excellence method by which the State complies with the constitutional fines that have been granted to it.
