ISBN: 978-958-5471-76-4http://hdl.handle.net/11634/49383El presente trabajo expone una revisión de las problemáticas incidentes dentro de la distribución de tierras en Colombia, junto con una propuesta técnica de análisis del catastro multipropósito en el ordenamiento territorial referente al abordaje de los grandes cambios ocasionados por el conflicto y el impacto a través del tiempo, desde la perspectiva de la gobernación urbana como principal eje transversal de los ordenamientos territoriales. Lo anterior, mediante un enfoque cualitativo de las problemáticas, analizando diferentes fenómenos que inciden en una distribución de tierras errónea con el fin de comprender los fenómenos de distribución urbana en el territorio colombiano. Por eso, se plantea como objetivo del presente escrito, si el catastro multipropósito es viable para proponerse como una herramienta de la distribución de tierras en Colombia y a su vez, se desarrolla en primera medida el contexto en el cual se ha ejecutado la distribución de tierras en Colombia, así como de las problemáticas que los atañe a la luz de la reforma integral y la categoría de justicia social. De igual forma, se expone como el catastro multipropósito puede ser una alternativa en la gobernación urbana y territorial haciendo un breve recorrido por algunas estrategias de distribución de tierras en Brasil y la revisión del déficit en que se encuentran en la organización del territorio para finalizar con unas conclusiones a modo de reflexión.The present paper presents a review of the problematic incidents within the distribution of land in Colombia, together with a technical proposal for the analysis of the multipurpose cadastre in the territorial organization regarding the approach of the great changes caused by the conflict and the impact over time, from the perspective of urban governance as the main cross-cutting axis of territorial systems. This, through a qualitative approach to the problems, analyzing different phenomena that affect an erroneous distribution of land in order to understand the phenomena of urban distribution in the Colombian territory. That is why, as an objective of the present paper, if the multipurpose cadastre is feasible to propose itself as a tool of land distribution in Colombia and in turn, The context in which the distribution of land in Colombia has been implemented, as well as the problems that concern them in the light of the comprehensive reform and the category of social justice, is first developed.
