El artículo aporta elementos sobre la relación entre combate a la corrupción y derechos humanos, utilizando la importancia que esas prerrogativas fundamentales han adquirido en los sistemas constitucionales y convencionales contemporáneos, con énfasis en el caso mexicano, pero con una proyección global epistemológica. Es importante indicar que la relación propuesta no tiene aún claridad, ni un desarrollo exhaustivo en la literatura académica y mucho menos en la práctica jurídica y administrativa. En este orden de ideas, en el trabajo se establecen elementos que estimamos, son fundamentales y coincidentes en la lucha contra la corrupción y el respeto de los derechos humanos y que específicamente tienen que ver con el punto de partida en la ética pública, las convenciones internacionales contra la corrupción, el papel de los organismos no jurisdiccionales de derechos humanos, el diseño del presupuesto público, así como con la importancia de los criterios jurisprudenciales emitidos por la Corte Interamericana de derechos humanos.
The article provides elements on the relationship between the fight against corruption and human rights, using the importance that these fundamental prerogatives have acquired in contemporary constitutional and conventional systems, with emphasis on the Mexican case, but with a global epistemological projection. It is important to point out that the proposed relationship is not yet clear, nor has it been exhaustively developed in the academic literature, much less in legal and administrative practice. In this order of ideas, the work establishes elements that we believe are fundamental and coincidental in the fight against corruption and respect for human rights and that specifically have to do with the starting point in public ethics, international conventions against corruption, the role of non-jurisdictional human rights organizations, the design of the public budget, as well as the importance of the jurisprudential criteria issued by the Inter-American Court of Human Rights.
