Participatory democracy and governance. The imperfection of democracy, devastating element of governance

Resumen
Desde la antigua Grecia y hasta nuestros días, en los países denominados occidentales, la democracia se concibe como una forma de autogobierno del pueblo. Ella, por su naturaleza, es viva expresión de quienes tienen la condición de ser ciudadanos en ejercicio de derechos políticos. Estos derechos políticos admiten una variedad en cuanto a denominación, estructura y alcance, con lo que se materializan los postulados constitucionales y legales de participación democrática en el marco de un Estado de Derecho y, más aún, en un Estado Social de Derecho. Así, la democracia y la participación ciudadana se encuentran estrechamente ligadas con la denominada gobernanza, entendiendo esta como el actuar de los gobernantes en el marco de la ley, las buenas prácticas gubernativas y la inclusión social en la formulación de políticas públicas y demás escenarios de la vida institucional. Con estos elementos se pretende demostrar que una participación ciudadana sería, idónea y pertinente son clave para el éxito de la gobernanza en el cumplimiento de los fines esenciales del Estado.
From ancient Greece to the present day, in the so-called Western countries, democracy is conceived as a form of self-government of the people. It, by its nature, is a living expression of those who have the condition of being citizens in the exercise of political rights. These political rights admit a variety in terms of denomination, structure and scope, with which the constitutional and legal postulates of democratic participation materialize in the framework of a State of Law and, even more, in a Social State of Law. Thus, democracy and citizen participation are closely linked to the so-called governance, understanding this as the actions of the rulers within the framework of the law, good governance practices and social inclusion in the formulation of public policies and other scenarios of institutional life. With these elements it is intended to demonstrate that citizen participation would be, suitable and pertinent are key to the success of governance in the fulfillment of the essential purposes of the State.
