Resumen
Este trabajo investigativo, tiene como Objetivo principal, mejorar los resultados que se esperan de la AGR con la implementación del Acto Legistativo 4 de 2019, anticipándose a la predicción de variables que permitan establecer, con alto grado de certeza, la posible falta de Certificación de una Contraloría Territorial colombiana en el marco de la evaluación anual, utilizando como herramientas: la Recolección de Información e instrumentos de la última década .
En cuanto al método, será el hipotético deductivo propuesto por Karl Popper, que consiste en formular hipótesis a partir de las cuales se pueden obtener (deducir) conjeturas que nunca dejan de ser hipotéticas y en deducir de ellas consecuencias observables que puedan ser confrontadas con los hechos. De esta confrontación surgirá o bien la refutación de o bien la corroboración provisional de la misma.
Abstract
The main objective of this research work is to improve the results expected from the AGN with the implementation of Legislative Act 4 of 2019, anticipating the prediction of variables that allow establishing, with a high degree of certainty, the possible lack of Certification of a Territorial Comptroller in the framework of the annual evaluation, using as tools: the Collection of Information and instruments of the last decade.
As for the method, it will be the hypothetical deductive proposed by Karl Popper, which consists of formulating hypotheses from which conjectures can be obtained (deduced) that never cease to be hypothetical and in deducing from them observable consequences that can be confronted with facts. From this confrontation will arise either the refutation of or the provisional corroboration of the same.
