| dc.description | El sistema constitucional democrático conocido como”. “Estado Social de Derecho” (C.P. Art. 1) “...Defiende la realización de contenidos axiológicos, claramente definidos, entre los cuales se encuentra la dignidad humana, la igualdad material, los derechos inherentes a las personas, etc. Ahora bien, este conjunto de valores y derechos esenciales, adquiere coherencia y fundamento, cuando se originan y se mantienen como una elección popular, entre otras posibles. Esto es, cuando la escogencia de los contenidos axiológicos de la democracia sustancial, es el resultado del ejercicio de la libertad popular y no de un sujeto o de un grupo iluminado. El hecho de que la voluntad popular, por abrazar una ideología no democrática, haya podido – y todavía pueda, - adoptar un régimen autocrático o incluso tiránico y no lo haga, es una justificación de la democracia, basada en el procedimiento, que se suma a la justificación axiológica, formando de esta manera, un fundamento sólido y coherente. Para que el valor del pluralismo, tenga lugar se requiere que los que participan en la competencia política por el poder, respeten y protejan las “condiciones de posibilidad”, esto es, que no atenten contra las reglas de juego del sistema. | dc.description.abstract | The democratic constitutional system known as". "Social State of Law" (C.P. Art. 1) "... It defends the realization of axiological content, clearly defined, among which is human dignity, material equality, the rights inherent to people, etc. However, this set of essential values and rights becomes coherent and well-founded when they originate and remain a popular choice, among other possible ones. That is, when the choice of the axiological contents of substantial democracy, is the result of the exercise of popular freedom and not of a subject or an enlightened group. The fact that the popular will, by embracing an undemocratic ideology, has been able – and still can, to adopt an autocratic or even tyrannical regime and not to do so, is a justification for procedural democracy, which adds to justification axiological, thus forming a solid and coherent foundation. For the value of pluralism to take place, those who participate in political competition for power are required to respect and protect "conditions of possibility", that is, do not comply with the rules of the system.
