El mantenimiento de la paz y seguridad internacionales se basó, desde 1948 hasta 1988, en el uso de la fuerza por parte del Consejo de Seguridad de la Naciones Unidas cuando sucedían agresiones militares de un Estado contra otro. No obstante, a partir de 1988 el principal motivo para la intervención militar de la ONU son las violaciones a los derechos humanos, no la guerra internacional. El artículo explora los antecedentes en la doctrina internacional clásica (Vitoria, Grocio, Wolff, Vattel y Kant) y en el derecho internacional de los siglos XIX y XX (la Cuestión de Oriente, la protección de los cristianos en el medio oriente y el fin del colonialismo). | es |
