La prospectiva estratégica permite una visión del futuro de manera clara y plantear acciones para el logro de los objetivos de una organización. Para la construcción del presente plan prospectivo estratégico de movilidad para la Dirección de Tránsito y Transporte en el municipio de Floridablanca al año 2027, se establece los objetivos del trabajo. Además, en el capítulo de la planeación estratégica haciendo uso de la herramienta como el árbol de competencia se identifican y se analizan las variables de las áreas más representativas de la entidad. Así, con la aplicación de las matrices MEFI y MEFE se identifica las fortalezas, debilidades, amenazas y oportunidades de la entidad. Según el análisis realizado en la matriz interna y externa, las variables identificadas tienen una mayor influencia en las estrategias que se enfocan en mantener y conservar, con acciones dirigidas al desarrollo del producto (11,97) y penetración del mercado (11,97) según resultado obtenido con la matriz MPEC. Luego, en el capítulo de prospectiva se establece el planteamiento del problema con su objetivo y justificación. Se identifica con el software MICMAC las variables claves: administración municipal, fortalecimiento del cuerpo operativo, control vial, semaforización y señalización, comparendos y formación en seguridad vial. Con el software SMIC se establece el escenario apuesta, es decir, el más optimista en el cual tiene una mayor probabilidad de que las estrategias propuestas se cumplan. Así, para finalizar se elabora el árbol de pertinencia con la matriz RICE e IGO en donde se plasma las acciones a realizar para el alcance de las estrategias que hacen parte del escenario apuesta anteriormente identificado y lograr cumplir con la misión y el alcance de la visión.
Abstract
Strategic foresight allows a clear vision of the future and propose actions to achieve the objectives of an organization. For the construction of this prospective strategic mobility plan for the Traffic and Transportation Directorate in the municipality of Floridablanca by 2027, the objectives of the work are established. In addition, in the strategic planning chapter using the tool such as the competence tree, the variables of the most representative areas of the entity are identified and analyzed. Thus, with the application of the MEFI and MEFE matrices, the strengths, weaknesses, threats and opportunities of the entity are identified. According to the analysis carried out in the internal and external matrix, the variables identified have a greater influence on the strategies that focus on maintaining and conserving, with actions aimed at product development (11.97) and market penetration (11.97). according to the result obtained with the MPEC matrix. Then, in the prospective chapter, the approach to the problem is established with its objective and justification. The key variables are identified with the MICMAC software: municipal administration, strengthening of the operational body, road control, traffic lights and signage, subpoenas and training in road safety. With the SMIC software, the bet scenario is established, that is, the most optimistic in which there is a greater probability that the proposed strategies will be fulfilled. Thus, to finish, the relevance tree is elaborated with the RICE and IGO matrix, where the actions to be carried out for the scope of the strategies that are part of the previously identified bet scenario are reflected and to achieve the mission and the scope of the vision.
