| dc.description | The literature on governments without majority continues recording the problem ofachieving agreements between political parties, so it is pertinent to take a look at thereality that enables such statements. This is an exercise in this regard. Specifically, inthis contribution is made the follow-up of the reforms to the Constitution of the stateof Morelos since 1930, to contrast them with the integration of parliamentary groupsin the local Congress, and find out if there is a correlation between its fluctuations andthe amount of constitutional reforms. It has been chosen to focus the attention on suchreforms since they involve a greater exercise of negotiation and building agreements thanthe necessary one to add or amend any other law or regulation. | en |
| dc.description | La literatura sobre gobiernos sin mayoría sigue consignando el problema de lograr acuerdos entre partidos políticos, por lo que se hace pertinente volver la mirada a la realidad que permite tales afirmaciones. Este es un ejercicio en tal sentido. Específicamente, se realiza en esta contribución el seguimiento de las reformas a la Constitución del estado de Morelos desde 1930, para contrastarlas con la integración de los grupos parlamentarios en el Congresolocal, y averiguar si hay correlación entre sus fluctuaciones y la cantidad de reformas constitucionales. Se ha optado por centrar la atención en dichas reformas porque implican un mayor ejercicio de negociación y de construcción de acuerdos que el necesario para adicionar o reformar alguna otra ley o reglamento. | es |
