dc.descriptionThe work presented in itself a reflection on legislative output, an activity carried out by the legislature and special meetings by the executive and the core of modern constitutional law, that is, the idea of political control to guarantee compliance with the principle of separation and coordination of state powers as a condition for the existence of a genuine constitutional rule. The research process develops an analysis of the legislative process from 1991 to 2010 in the presidencies of Cesar Gaviria, Ernesto Samper, Pastrana and Alvaro Uribe, in Colombia determining who has greater scope in producing the Government or Laws the Congress, and gives explanations about this phenomenon, studies and cases of Political Control in Colombia during the same period 1991-2010: Points of Debates Censorship and Political Control in order to establish and operate the control Political in Colombia.en
dc.descriptionEl Trabajo presenta en sí mismo una reflexión en torno a La Producción Legislativa, como actividad desarrollada por el poder legislativo y de manera extraordinaria por el poder ejecutivo y el núcleo mismo del Derecho Constitucional Moderno, esto es, la idea de Control Político como garantía de la observancia del principio de separación y coordinación de los poderes del Estado, como requisito para la existencia de un auténtico régimen constitucional. El Proceso de Investigación desarrolla un análisis de la Producción Legislativa de 1991 a 2010, en los periodos presidenciales de Cesar Gaviria, Ernesto Samper, Andrés Pastrana y Álvaro Uribe, determinando quien en Colombia tiene mayor amplitud a la hora de producir Leyes si el Gobierno o el Congreso de la República, y da explicaciones en torno a éste fenómeno, Estudia además los casos de Control Político en Colombia en el mismo periodo 1991-2010: Mociones de Censura y Debates de Control Político, con el fin de establecer como opera el control Político en Colombia.es
