Abstract

Without a doubt, one of the events that currently generates the most controversy is state contracting, since in such scenarios typical of the state administration, it is where events that give patrimonial responsibility are most frequently configured. So, one of the most important aspects in the development of the entire contractual process is located in the appropriate selection of the contractor within the pre-contractual framework, since the logic from the normative point of view is that this must adhere to the postulates of objectivity and merit, which allow guaranteeing that the execution of the contract is carried out in the best terms.
