| dc.description | Este artículo académico pretende analizar la forma cómo la Ley 790 de 2002 por la cual se estableció el programa de renovación de la administración pública con la restricción del “retén social” , en su artículo 12 generó una discriminación para los padres cabeza de familia, a quienes no se les cobijó con las excepciones propuestas, dejando sin sustento a los niños de éstas familias y los argumentos que utilizó la Corte Constitucional para declarar condicionalmente exequible este artículo y preservar los derechos de estos niños a través de la estabilidad laboral de sus padres. | es |
