Resumen
Las acciones inherentes a la planificación del uso y aprovechamiento del territorio, marcadas por el re ordenamiento, el re desarrollo urbano / regional, y el reto que la sostenibilidad impone, implica atender las fracturas entre el planeamiento urbanístico y las realidades funcionales, caracterizadas por un crecimiento desequilibrado que configura un sistema urbano con fuertes desajustes, congestión y macrocefalia en unos casos y ausencia de capacidad articuladora en otros. Conservación frente a renovación, concentración frente a dispersión, multifuncionalidad frente a especialización, segregación frente a integración, son los retos que imponen las actuales formas del planeamiento territorial. En este sentido, las más recientes corrientes de planeamiento y gestión de las ciudades, están apostando por procesos de reorganización a dos velocidades: por un lado, acelerada en los espacios centrales, y por el otro, lenta en los espacios periféricos.ABSTRACTAll the accion related to the Territory Planning process, in broad terms for the Urban and Regional developments, imply carring on the fractures between the Urban Planning and the funcional Realities, that are showed on the unbalance that shape the Urban sistem with strong problems. Some of the challenge of the actual shapes of Planning are Consevation against Renovation, Concentration against Dispersation, Segregation against Integration. In this way the most recents Planning flowing of the Cities, are beting for the reorganization process at two speeds: in one side, quickly in the central spaces, and in the other hand, slow in the peripheral spaces.
