Abstract

Addressing the analysis of issues that daily concern the majority of citizens who have some link with the State, in this document is limited to the description of fundamental elements that make up each of the issues under study, the most relevant reforms and the limitations for its application to be effective. Achieving that the norms have an immediate effect requires the conception of a culture where the citizen is an active subject in the face of the decisions adopted by the State to improve its effectiveness, it also requires that the Institutions have a high degree of recognition in society. , but more than the Institutions, it is required that their leaders or public managers enjoy respect and credibility with those they administer. Understanding that the State is not simply the name of the Institutions that make it up or their managers, makes the citizen assimilate more quickly than the State is made up of a society that must be active in the face of everything that affects it. The activity of fiscal control conceived as a preventive action, without going on to co-manage the entities object of it, can be the solution to so many problems of detriment of public resources that derive from poorly configured contractual processes or with planning deficiencies.
