Este proyecto de investigación, consiste en conceptualizar los antecedentes de los Presupuestos Participativos y de igual manera la formulación del presupuesto en obras civiles para el corregimiento de Poponte utilizando herramientas de tipo cualitativo tales como grupo de enfoque y encuesta dirigida a líderes sociales y Junta de Acción Comunal. Se desarrolla mediante un análisis descriptivo, que permitió identificar la necesidad de construcción de la vía del centro de Acopio a Poponte, lo que originó la construcción de éste Presupuesto Participativo Obras Civiles, como apoyo a la comunidad del corregimiento que lo presentará al gobierno del Municipio de Chiriguaná en el período 2020-2023, con el fin de contribuir con el desarrollo de la región y el alcance de los objetivos estratégicos de desarrollo humano, integral y sostenible.
Objetivo general. Formular un Presupuesto Participativo en obras civiles para el Corregimiento de Poponte-Municipio de Chiriguaná vigencia 2020-2023.
Objetivos específicos
• Identificar las principales necesidades de infraestructura en obras civiles de la población del corregimiento de Poponte- Municipio de Chiriguaná.
• Establecer los programas para suplir las necesidades de infraestructura identificadas en el corregimiento Poponte-Municipio de Chiriguná.
• Estructurar partidas presupuestales para implementar los programas de infraestructura en obras civiles en el corregimiento Poponte-Municipio Chiriguaná.
Abstract
This research project consists of conceptualizing the antecedents of Participatory Budgets and in the same way the Formulation of the Budget in Civil Works for the township of Poponte using qualitative tools such as focus group and survey directed to social leaders and Board of Action Communal. It is developed through a descriptive analysis, which allowed to identify the need to build the road from the center of Acopio to Poponte, which led to the construction of this Participatory Civil Works Budget, as support to the community of the district that will present it to the government of the Municipality of Chiriguaná in the period 2020-2023, in order to contribute to the development of the region and the achievement of the strategic objectives of human, integral and sustainable development.
Overall objective. Formulate a Participatory Budget in civil works for the Poponte-Municipality of Chiriguaná, valid for 2020-2023.
Specific objectives
• Identify the main infrastructure needs in civil works of the population of the Poponte-Municipality of Chiriguaná.
• Establish programs to meet the infrastructure needs identified in the Poponte-Municipality of Chiriguná.
• Structuring budget items to implement infrastructure programs in civil works in the Poponte-Chiriguaná Municipality.
