Resumen
Se evaluó el impacto del impuesto predial unificado en el Municipio de Saravena en cuanto a su recolección por el pago y no pago de los contribuyentes arrojando como resultado negativo sobre el recaudo, por lo que se hace necesario analizar el proceso en esta investigación de cómo se está llevando a cabo dicho recaudo y qué beneficios brindan en apoyo a los contribuyentes que aportan con este tributo establecido por la Constitución y la Ley Colombiana, así como su evolución y cambios.
Por lo que la cultura del no pago del impuesto predial por parte de los propietarios y poseedores de inmuebles, es uno de los problemas más importantes que tiene el país principalmente en municipios tan pequeños donde el flagelo de aplicar la Ley es ineficiente ya que por este medio se hace necesario recaudar los recursos para satisfacer las primeras necesidades de los habitantes y es que una de las principales causas de cultura por parte de estos propietarios es como se pudo observar en varias comunicaciones que se tuvo en charla con ellos fue el manifestar que por parte de la Administración los recaudos no son invertidos de manera correcta además dicen no estar de acuerdo con el avaluó catastral de su predio, e impuesto del predio ya que en muchos casos cuentan que el avaluó es superior a lo que realmente vale la propiedad, y la segunda razón es la crisis económica por la que muchos de estos habitantes pasan en el municipio de Saravena.
Abstract
The impact of the unified property tax in the Municipality of Saravena was evaluated in terms of its collection for the payment and non-payment of taxpayers, yielding a negative result on collection, so it is necessary to analyze the process in this investigation of how It is carrying out said collection and what benefits they provide in support of the taxpayers who contribute with this tribute established by the Constitution and Colombian Law as well as its evolution and changes.
So the culture of non-payment of property tax by property owners and owners is one of the most important problems that the country has, mainly in such small municipalities where the scourge of applying the Law is inefficient, since for this means it is necessary to raise the resources to satisfy the first needs of the inhabitants and that is that one of the main causes of culture on the part of these owners is as it could be observed in various communications that were held in conversation with them was to state that by part of the Administration the collections are not invested correctly, they also say they do not agree with the cadastral appraisal of their property, and property tax since in many cases they say that the appraisal is higher than what the property and Second reason is the economic crisis that many of these inhabitants spend in the Saravena municipality.
