Abstract

Colombia has been a country that has historically had several problems in the health sector so it is no secret to anyone that the health system has been one of the most controversial issues since the first attempts were made to make the State Assume responsibilities, allocate resources and design strategies to solve this problem. That is why the importance of health is that it is inherent to citizen coexistence and is a determining factor for society to achieve full development, that diseases are put at risk the stability of it. In accordance with the Constitution of 1991, the State is the guarantor of the provision of health services for all inhabitants, and its performance depends on achieving the satisfaction of this need. For this reason, this analysis highlights both the role of the State and private actors as providers of health services, as opposed to users or patients, understanding health as a fundamental right. In this sense, controversies about the health system are important, in which the actors are found, the results that are presented, in this case, in the case of the population, which is not in the precariousness of the health service. health.
