Abstract

This study seeks to identify if there is a referral opportunity in the emergency services for hospitals of the public network of the District, which arises from the need to improve the restitution of the right to health in the referral process for emergencies of the public network, encouraging the analysis of the findings that allow managing improvement plans in the provision of health services, given that in the District there is no timely and adequate analysis on the subject, After receiving 100% of the reports from the hospitals from which the information was requested, a database was created in Excel®, segmenting it by each year of measurement (2012 / 2013 / January to July 2014) with the requested variables. The filter was made by level of complexity, and we proceeded to analyze firstly the low level of complexity, secondly the medium level and thirdly the high level, excluding hospitals that did not report the data or those who reported information not suitable for measurement, because they did not respond to the variable. The percentage of the sample for measurement was calculated using the rule of three, taking into account the number of hospitals per level of complexity requested. It is necessary to improve the information system in order to obtain real data on the number of referrals in the District's public network; however, although it is not clear whether the data is objective, there is evidence of a significant number of referrals in the emergency department.
