Specifically, it explores processes led by ‘Canasteando’1 Women's Association in the regions of Bajo Mira and Tumaco - Nariño (Colombia) and their commitment to the substitution of illicit crops. During the implementation of this project, activities were developed in coordination with the community, through qualitative methodologies based on the participatory action research and ethnography approach, using techniques such as participant observation, field diary, workshops, semi-structured interviews and photo voice. This process allowed to articulate Canasteando's social representations around food sovereignty and to make visible their problems and some of the resistance processes they lead. This was achieved through the development of collective photographic narratives with and for the communities. The process also highlighted that communication for social change is fundamental to the consolidation of community-led processes, in this instance, communication for food sovereignty, territorial defense and feminism enable a key scenario for contributing to social change.Tipo de ítem: Ítem , Determinantes de la no afiliación al Sistema General de Seguridad Social en salud en la población subsidiada del municipio San José de Cúcuta, Norte de Santander en el 2017.(Universidad Santo Tomás, 2018-12-30) Pérez Contreras, Almanury; Pinzón Rivera, Loida Patricia; Ordoñez Monak, Ivonne Andrea; Universidad Santo TomásTipo de ítem: Ítem , Evaluación del avance y cumplimiento del proyecto 4.4.1 monitoreo y control de la calidad de los servicios de salud del ejército nacional, del plan de desarrollo 2011-2014 del subsistema de salud de las fuerzas militares(Universidad Santo Tomás, 2013-05-20) Contreras Peñaranda, Juliana; Martínez Martín, Felix León; Universidad Santo Tomás; https://scienti.minciencias.gov.co/cvlac/visualizador/generarCurriculoCv.do?cod_rh=0000328995Health is a social right and is a condition that contains the disease immersed within itself; according to the definition of Health given by the WHO, under which health is the complete state of physical, mental and social well-being and not only the absence of disease or affections. The present investigation tries to identify the guarantees and the way in which the pension rights of Colombians and foreigners are protected, describe and analyze the international agreements of social security in pensions that Colombia has signed, especially, the one signed with the Kingdom of Spain, from the operational, functional point of view of migratory reality and social protection in the risks of disability, old age and death; Likewise, it is sought to know why the contingencies derived from insurance against occupational and health risks are not contemplated in these agreements. It will seek to analyse social protection trends in pensions, in accordance with the internal rules of each State subscribing to the agreement. Under this analysis, the current state of social protection in Colombia can be known in comparison to other states. A mixed study is proposed from the point of view of Colombian migrants in countries that subscribe to the different agreements, totalling, averaging and identifying how many Colombians have managed to obtain a pension benefit on the occasion of these agreements. The expected result will provide an academic, political and social input to evaluate the guarantees of the international Social Protection agreements signed by Colombia and therefore its effectiveness.Tipo de ítem: Ítem , Articulación del sistema único de acreditación y el modelo MIPG en gestión desde la metodología de autoevaluación definidos por los dos modelos(Universidad Santo Tomás, 2020-04-30) Pulecio Sogamoso, Manuel Ricardo; Orjuela Lara, Tania; https://scienti.minciencias.gov.co/cvlac/visualizador/generarCurriculoCv.do?cod_rh=0000056690; https://orcid.org/0000-0002-3897-6194Tipo de ítem: Ítem , Fallas de mercado del plan obligatorio de salud en medicamentos, 2005 - 2015 en Colombia(Universidad Santo Tomás, 2019-05-14) Saza Londoño, William; Castro Jimenez, Daniel; http://scienti.colciencias.gov.co:8081/cvlac/visualizador/generarCurriculoCv.do?cod_rh=0001127330; https://scholar.google.es/citations?user=YGpwQjIAAAAJ&hl=enThe Economics of Social Protection includes several scenarios to understand the distribution of economic resources that are used to insure against social risks that a population is exposed to. From microeconomics arise elements of great importance, such as the exchange of goods and services or the role of different market agents and are fundamental in the concepts of cost and benefit for decision making, cost as the value of resources to which we must resign and the benefit as the maximum amount that is willing to pay. The context of social determinants, such as population growth or the aging of the population, becomes a key element because they can influence the income received by households, income that is part of the necessary resources that guarantee the functioning of insurance of Social Protection. There are multiple scenarios, but the one of interest for this research is the market failures of health insurance, from which, the different factors that promote them in a particular good are identified, such as medicines and their availability in the pharmaceutical market. The particular interest in medicines is due to the enormous public expenditure that impacts on health systems and has led to difficulties in their availability, a situation that merits structural reforms by the State due to market failures, and which ultimately do not satisfy the needs of the population. Elements such as price and quantities available are another key factor to study the demand of the pharmaceutical market and see how one variable behaves according to the other when the others remain constant. Health insurance guarantees access to a certain number of essential medicines, the question is whether they are sufficient according to the real needs of people who may have an alteration in their welfare state. The objective of this paper is to identify the main factors that promote the market failures of the Obligatory Health Plan - POS - medicines from 2005 to 2015 in Colombia. The main justification is focused on the regulation of article 15 of the Statutory Law that determines the abolition of the POS with certain exclusions. In the Theoretical Framework contemplates several concepts of health and pharmaceutical market and the types of market failures that occur most in the health system. The study design is quantitative through economic and descriptive analysis, based on the retrospective information of the SISMED Drug Price Information System in the period 2006 to 2015. The results are described in different graphs that illustrate the highest cost in those NO POS medications, among other aspects such as the preference for those commercial drugs or a distinctive brand, in turn considered NO POS and often covered by legal actions such as guardianship. Likewise, other comparison data are obtained, such as the Gross Domestic Product and the percentage involved in pharmaceutical expenditure that is ultimately used as a reference to analyze the out-of-pocket expenses and the level of impact of Colombian households. Finally, there is a discussion of all the results found based on the market failures of information asymmetry, monopolies and externalities, brief review of the degree of economic efficiency of the coverage of POS drugs and ending with the conclusions that invite reflection on pharmaceutical expenditure and the methodological structure by means of which efficient access should be guaranteed to drugs prescribed by a medical professional.Tipo de ítem: Ítem , Rol social y político en el sistema de protección social de mujeres cuidadoras de niños con discapacidad localidad de Bosa, Bogotá d.c., Colombia, 2016(Universidad Santo Tomás, 2018) Rodríguez Álvarez, Anggie Tatiana; Ordóñez Monak, Ivonne Andrea; http://scienti.colciencias.gov.co:8081/cvlac/visualizador/generarCurriculoCv.do?cod_rh=0001320858; https://scholar.google.com.co/citations?user=7xnUlosAAAAJ&hl=enThe progress of gender equality has been hampered by predominantly political and economic factors. Progress has been slow for the most marginalized women and girls, who suffer different forms of discrimination. The caregivers of minors in disability condition - especially in poverty situation-, must not only deal with this situation, but also deal with the physical, mental, intellectual or sensory limitations of the people in charge. This research aims to analyze the social and political role of women as caregivers when there is a disabled person in their family, in a context of exclusion as a consequence of poverty, inequality and gender discrimination. In this perspective, it is also sought to identify how the State guarantees social protection to these households not only from security and social assistance, but also from the construction of other alternative mechanisms and the exercise of rights by caregivers and their empowerment. A mixed cross-sectional study is proposed, with a quantitative component that characterizes the role of caregivers from this perspective and with a qualitative component that delves into the dynamics, social determinants and alternative mechanisms of Social Protection of these people. It is expected that the results serve as an academic and political input to assess the current relevance of public policies of Social Protection aimed at the population of children in disability and poverty, and their carers with an equity focus.Tipo de ítem: Ítem , Características de la regulación, inspección, vigilancia y control de los intermediarios en la afiliación de los trabajadores independientes a la seguridad social en colombia en los años 2005 a 2015(Universidad Santo Tomás, 2018-12-14) Maldonado Sierra, Guillermo Alfonso; Sellamén-Garzón, Alexander; https://scienti.colciencias.gov.co/cvlac/visualizador/generarCurriculoCv.do?cod_rh=0000002001; https://scholar.google.es/citations?user=S_qxJJwAAAAJ&hl=esApart from the serious social protection deficit suffered by independent workers in Colombia, the existence and proliferation of intermediaries that offer their affiliation services and payment of contributions inappropriately, is putting at risk both the access and that of their families to the insurance benefits, such as the financial sustainability of the Social Protection System. By constitutional mandate, the Colombian State has the duty to adopt measures that protect workers and favor full employment, which is why it is empowered to intervene in the economy through regulation, inspection, monitoring and control. By virtue of the foregoing, this research project aims to identify the characteristics of regulation and inspection, surveillance and control of intermediaries in the affiliation of independent workers to social security in Colombia during the years 2005 to 2015 , for which the historical and normative evolution of this process is analyzed, it establishes the actors that participate there, characterizes the most common forms of evasion and elusion in which they incur, indicates which control mechanisms have been implemented by the competent authorities, and it approaches the determinants of the proliferation of irregular collective affiliation. This research was conducted from a qualitative - descriptive approach, through the documentary review of the rules, judgments, reports, research and statistics prepared by public entities, trade associations, academics and others interested in the subject.Tipo de ítem: Ítem , Relaciones entre políticas públicas de adolescencia y experiencias en la construcción de ciudadanía para la localidad séptima de Bosa, Bogotá, Distrito Capital. 2015 – 2016.(Universidad Santo Tomás, 2018-11-28) Polanía Aguillón, Gloria Libia; Sánchez Ramírez, José; Vega Vargas, Manuel; https://scienti.minciencias.gov.co/cvlac/visualizador/generarCurriculoCv.do?cod_rh=0000590940; https://scholar.google.es/citations?user=kh-pHCoAAAAJ&hl=es; https://orcid.org/0000-0001-9537-140XThe present study seeks to analyze the processes of construction of citizenship from the possible relationships between public policies of adolescence and particular experiences in the local context of Bosa. For this, it was necessary to collect information on public policies in force for adolescence that would allow a framework to evaluate their design. At the same time, qualitative information was collected that allowed an approximation to the social representation of adolescence in the territorial, socioeconomic, cultural and environmental context of its human development. From there, a confrontation of the current norms versus the social expression of the adolescent population was carried out. This being the case, this study shows how success in the construction of citizenship based on rights is subordinated to the contexts of vulnerability, where the public policies formulated do not manage to adapt adequately to the complexity of the needs. On the other hand, the transitory nature granted at the time of adolescence serves as an excuse to avoid its standardization and place it in a vacuum at the end of childhood and the beginning of youth. Under the current political-economic model, social protection based on public policies has focused and fractioned human development at times in the continuum of the life course, which has made it possible to point out the abandonment of stages such as adolescence, whose care and self-designation determine their contribution to the construction of human capital.Tipo de ítem: Ítem , Chile, mercado laboral y sistema de pensiones 2006 – 2010: ilustración de la reforma previsional de 2008(Universidad Santo Tomás, 2018-11-28) Arismendi Echeverry, Luis Roberto; Barrios Pulido, Sandra Milena; https://scienti.colciencias.gov.co/cvlac/visualizador/generarCurriculoCv.do?cod_rh=0000601799; https://scienti.minciencias.gov.co/cvlac/visualizador/generarCurriculoCv.do?cod_rh=0000601799; https://scholar.google.com/citations?user=hwc3juwAAAAJ&hl=es; https://scholar.google.com/citations?user=hwc3juwAAAAJ&hl=es; https://orcid.org/0000-0003-0356-6061This document illustrates the before, during and after the 2008 pension reform that was implemented in Chile, as well as its pending challenges and policy recommendations by the author. This study determines the level of savings of the Colombian working population and answers the question: What are the probabilities of Colombian workers having economic protection for their old age through savings? To answer this question, an analysis of Colombian workers in 2010 was carried out using data from the large integrated household survey (GEIH) according to their level of income, spending and savings. Subsequently, a probabilistic model was developed to demonstrate the relationship between savings and the possibility of being financially protected in old age. Finally, based on the results of the statistical model, public policy recommendations are formulated regarding savings for old age.Tipo de ítem: Ítem , El envejecimiento de la población bogotana afiliada al sistema general de seguridad social en salud (SGSSS) régimen subsidiado al año 2020(Universidad Santo Tomás, 2018-01-30) Campos Veloza, Lizbeth Alexandra; Universidad Santo TomásThis study is a descriptive and inferential statistical analysis whose target population are the inhabitants of the city of Bogotá D.C., without exclusions; this population is characterized by age, sex and type of affiliation to the General Social Security System in Health. Colombia has signed most of the international human rights covenants and the 1991 Political Constitution ratified the intention of protecting and guaranteeing civil, political, social and cultural rights to its citizens; however, the figures are conclusive when it comes to proving the non-compliance with the covenant: the concentration of land ownership, poverty rates, victims of the armed conflict, labor informality, low coverage of the pension system, child labor, among others, which shows an ambiguity in the Colombian social contract. Through life stories, the way in which Colombians construct the notion of citizenship and establish the relationship with the State is traced. In this way, it is concluded that different forms of citizenship coexist in Colombia, which means that not everyone has the same rights. The five life trajectories addressed in this paper allow us to conclude that between the extremes of exclusion and full recognition, there are five types of citizenship: non-citizenship, inverted citizenship, partial citizenship, full individual citizenship and full collective citizenship; each one is constructed as a result of the place of origin, the educational level, the social-relational capital and above all the insertion into the labor market and/or access to the means of production.
