dc.description	La manipulación genética con su desarrollo y evolución ha traído una serie de cuestionamientos y alteraciones en el orden de lo científico, lo médico y lo jurídico alrededor de la esfera. Partiendo de criterios de la moral y los paradigmas de la bioética se ha conformado su regulación, que en principio ha sido generada por organizaciones internacionales como la ONU establecida por medio de pactos y convenciones. En Colombia los alcances de este tipo de desarrollo científico han tenido una menor influencia, y la normatividad vigente solo se ha centrado en la consagración penal de conductas contrarias a lo establecido internacionalmente; es entonces necesaria la reforma del arquetipo por medio del cual se ha intentado alcanzar de manera óptima la evolución jurídica, permitiendo al Estado colombiano la cabida de un desarrollo médico y científico que a largo plazo sea implementado para mejorar la calidad de vida de los ciudadanos, teniendo presente y como máxima guía el Derecho a la salud; logrando así que por medio de la intervención genética el Estado pueda reducir las cargas depositadas sobre este generadas al actuar como máximo protector del bienestar de aquellos que están bajo su tutela y al mismo tiempo le permita acceder a nuevos horizontes.	spa
dc.description.abstract	The genetic manipulation with his development and evolution has brought a series of questions and alterations in the order of the scientific thing, the medical thing and the juridical thing about the sphere, departing from the criteria of the morality and the paradigms of the bioethics and continuing this iter towards the regulation generated by international organizations as the UNO by means of agreements and conventions. In Colombia the scopes of this type of scientific development have had a minor influence, and the in force normativity only has centred on the penal consecration of conducts opposite to the established internationally; there is at the time necessary the reform of the archetype by means of which it has been tried to reach in an ideal way the juridical evolution, allowing the Colombian State the content of a development medical and scientific that long-term is implemented to improve the quality of life of the citizens, having present and as maxim guiding the Law to the health; Managing so by means of the genetic intervention the State could reduce the loads(charges) deposited on this one generated when protector of the well-being acts at the maximum of those that are under his guardianship and at the same time it allows him to accede to new horizons.	spa
