Resumen
El presente artículo es una reflexión acerca de la Compra Publica Verde y la importancia que ha tomado como mecanismo eficaz de protección del medio ambiente. De manera tal, que indicaremos como problema jurídico, si, la ¿Compra Publica Verde debería ser de carácter obligatorio en las Entidades Públicas de nuestro País?, de tal forma que los objetivos de la investigación recaerán, en establecer la naturaleza jurídica de la compra publica verde; identificar los antecedentes normativos de la misma, a nivel internacional y local y finalizaremos estableciendo, porque la compra publica verde debería ser obligatoria en nuestro País. Así mismo, analizaremos el aporte significativo que las entidades públicas pueden proporcionar a la protección del medio ambiente y la lucha contra el cambio climático, mediante la adquisición de bienes y/o servicios que sean amigables con el medio ambiente, y de esta forma, lograr un verdadero desarrollo sostenible en nuestro País, en cumplimiento del mandato constitucional establecido en la Constitución Política de 1991.
Abstract
This article is a reflection on Green Public Procurement and the importance it has taken as an effective mechanism for environmental protection. So that will be indicated as a legal problem if the Post Verde Do you buy should be mandatory in public entities of our country? so that the objectives of the research shall vest in establishing the legal nature of the purchase green public; identify normative history of it, at international and local levels and will finish setting, because buying public green should be mandatory in our country. Likewise, we analyze the significant contribution that public entities can provide the protection of the environment and combating climate change, through the purchase of goods and / or services that are friendly to the environment, and thus, achieve true sustainable development in our country, in compliance with the constitutional mandate set out in the 1991 Constitution.
