Crecimiento Económico y Gasto Público: estimación Departamental

Abstract

The current territorial organisation of the Colombian state was established in the 1991 Constitution. According to Article 1 of the Constitution, Colombia is a unitary state, but with a certain degree of political, fiscal and administrative autonomy for its territorial entities, understood as the departments, districts, municipalities and indigenous territories. In development of the constitutional precept, although it is true that competences have been granted to the territorial entities, these are very limited, as the nation reserves the competence to regulate all sectors through the issuing of laws and regulatory decrees. The territorial competences have to do with some regulations that they can dictate through their assemblies and councils, but subject to the legal provisions dictated by the nation.
