La presente Tesis Doctoral surge de considerar el cruce de
tres situaciones asumidas como ciertas, que serán
argumentadas a lo largo de la investigación; la primera es
la necesidad de fomentar la participación ciudadana de
jóvenes frente al análisis de las necesidades sociales y
territoriales con el fin de dar respuesta a las verdaderas
necesidades de la subregión. La segunda, es que tal reto de

abordarse al margen del desarrollo territorial social y
ambiental, y la tercera, es la actualidad de la participación
ciudadana de los consejos juveniles municipales en los
