De acuerdo al funcionamiento de Colombia Compra Eficiente y el Fondo de Financiamiento de la Infraestructura Educativa- FFIE, se ve la necesidad de mencionar en la contratación las consideraciones generales para la correcta ejecución de los contratos a través de un documento que sirva como herramienta para aquellas personas que ejercen labores como supervisores e interventores en zonas rurales de los diferentes contratos suscritos; para así poder aplicar las normas y procedimiento adecuados para la correcta vigilancia y cumplimiento de los objetivos de un contrato de manera transparente y eficaz.
Teniendo en cuenta lo anterior se quiso hacer una propuesta técnica que contenga las consideraciones generales para el ejercicio de la supervisión y la interventoría indicando las responsabilidades, funciones e idoneidad de los supervisores e interventores y de esta forma poder ejercer un correcto control frente a los contratos de infraestructuras educativas para que estos se cumplan a cabalidad. Se indicaran las recomendaciones más importantes en el desarrollo de la supervisión e interventoría, con el fin de lograr un correcto manejo de los bienes y recursos otorgados para la ejecución de los contratos de infraestructuras educativas a través de las reglamentaciones y controles que se deben aplicar en el desarrollo del proyecto.
Para el desarrollo de esta monografía se revisó el estado actual de los contratos de infraestructuras educativas en el departamento de Boyacá analizando los posibles errores y falencias que se presentaron, de igual forma se verificaron las condiciones y parámetros establecidos por el Ministerio de Educación para el desarrollo de estos proyectos tanto en la fase precontractual como contractual. Con base en lo anterior se creó un documento con las consideraciones generales para la interventoría y la supervisión en la etapa de pre construcción, construcción y post construcción.
El resultado de este trabajo será una herramienta que sirva como guía para los supervisores e interventores, que les permita desarrollar su labor dentro del marco de la reglamentación actual dando cumplimiento a las especificaciones técnicas y los pliegos de condiciones, logrando una buena interventoría y mitigando los actos de corrupción y el mal manejo de los recursos públicos.
Abstract
According to the operation of Colombia Compra Eficiente and the Fund for Financing the Educational Infrastructure - FFIE, it is necessary to mention in the contract the general considerations for the correct execution of the contracts through a document that serves as a tool for those people who work as supervisors and auditors in rural areas of the different contracts signed; in order to apply the appropriate rules and procedures for the correct monitoring and compliance with the objectives of a contract in a transparent and efficient manner.
Taking into account the above, we wanted to make a technical proposal that contains the general considerations for the exercise of supervision and supervision, indicating the responsibilities, functions and suitability of the supervisors and controllers and in this way be able to exercise a correct control against contracts. educational infrastructure so that these are fully met. Indicate the most important recommendations in the development of supervision and supervision, in order to achieve a proper management of the goods and resources granted for the execution of educational infrastructure contracts through the regulations and controls that must be applied in the development of the project.
For the development of this monograph, the current status of educational infrastructure contracts in the department of Boyacá was reviewed, analyzing the possible errors and shortcomings that were presented, as well as the conditions and parameters established by the Ministry of Education for development. of these projects both in the pre-contractual and contractual phases. Based on the above, a document was created with the general considerations for the supervision and supervision in the stage of pre-construction, construction and post construction.
The result of this work will be a tool that serves as a guide for supervisors and controllers, allowing them to develop their work within the framework of the current regulations, complying with technical specifications and specifications, achieving a good audit and mitigating the acts of corruption and mismanagement of public resources.
