El desgaste y deterioro de la carpeta asfáltica por el paso de tránsito pesado y la obstrucción de las obras de drenaje existentes en la vía producto del mal manejo de las basuras son unas de las razones por las cuales se requiere un monitoreo y control permanente que permita realizar un mantenimiento oportuno a la vía, a fin de no afectar a la población aledaña. En ausencia de estos, se generan problemáticas de inundaciones en los hogares y edificaciones presentes al margen de la vía, así como afectaciones en la salud y en la calidad de vida de los habitantes de la vereda Vanguardia. A partir del diagnóstico realizado en la antigua vía Villavicencio – Restrepo, mediante la percepción de la población de la vereda Vanguardia y de acuerdo con los lineamientos de la Metodología de Marco Lógico, se estableció una alternativa de solución derivada del análisis del problema, y del análisis de objetivos estructurados. Al aplicar la evaluación Ex-Ante a las alternativas de solución identificadas para solucionar la problemática enunciada se logró establecer que de las cuatro alternativas propuesta la de mayor facilidad de implementación y menor costo fue la correspondiente al "Diseño de una propuesta de diagnóstico y mantenimiento para la conservación de la infraestructura vial a partir del uso de monitoreo y control del estado de la vía y realización de campañas de sensibilización y concientización en el manejo integral de residuos para el fomento de la cultura ciudadana para la conservación del estado de la vía", la cual obtuvo en promedio un 12% de valoración por encima de las demás alternativas analizadas.
Abstract
The wear and tear of the asphalt layer due to the passage of heavy traffic and the obstruction of existing drainage works on the road as a result of poor waste management are some of the reasons why permanent monitoring and control is required to allow Carry out timely maintenance on the road, in order not to affect the surrounding population. In the absence of these, flooding problems are generated in homes and buildings present on the side of the road, as well as effects on the health and quality of life of the inhabitants of the Vanguardia village. From the diagnosis carried out on the old Villavicencio – Restrepo road, through the perception of the population of the Vanguardia village and in accordance with the guidelines of the Logical Framework Methodology, an alternative solution was established derived from the analysis of the problem, and the analysis of structured objectives. By applying the Ex-Ante evaluation to the solution alternatives identified to solve the stated problem, it was possible to establish that of the four alternatives proposed, the one with the greatest ease of implementation and lowest cost was the one corresponding to the "Design of a diagnosis and maintenance proposal for the conservation of the road infrastructure from the use of monitoring and control of the state of the road and carrying out campaigns to raise awareness and awareness in the integral management of waste for the promotion of citizen culture for the conservation of the state of the road", which obtained an average valuation of 12% above the other alternatives analyzed.
