    Aportes del BIM a la gestión de riesgos y al control de costos en proyectos de infraestructura vial en Colombia: estudio de caso de la segunda calzada Valledupar – La Paz

    This monograph analyzes the potential contributions of Building Information Modeling (BIM) methodology to risk management and cost control in public road infrastructure projects in Colombia, through a case study of the second carriageway between Valledupar and La Paz. Based on qualitative research with a single-case study design, 99 previously documented risk factors were reviewed, and a BIM-risk mitigation matrix was constructed. The results show that 7 out of 10 critical risks are mitigable with BIM tools such as 3D coordination, 4D simulation, and 5D extraction, with an estimated investment of between 1.1% and 2.6% of the budget. An agile implementation roadmap (Scrum) is proposed, with 4-week sprints, performance indicators, and a BIM Execution Plan (BEP). It is concluded that BIM is technically viable and economically advantageous, but requires contractual adjustments to compensate the contractor for transition costs.     This research arises from the recognition of the challenges faced by supervisory management firms in the effective administration of their projects, particularly regarding adherence to deadlines, resource optimization, and the quality of deliverables. Consequently, designing a Supportive PMO (Project Management Office) becomes a fundamental necessity to overcome organizational deficiencies, thereby achieving superior quality control and efficiency in the supervision of diverse projects. The primary objective of this study is to design a Supportive PMO tailored to road infrastructure supervisory firms in Colombia responsible for managing the administrative and operational oversight of projects. This design is developed in accordance with the guidelines of the PMBOK® Guide (Sixth Edition) and the PMO Value Ring methodology framework. By diagnosing current sectoral difficulties, this study proposes the creation of new structures and processes oriented toward the standardization and continuous improvement of project management practices. Furthermore, this model characterizes a Supportive PMO with a high level of process optimization strategies. This allows for the implementation of key tools— such as roadmaps, core processes, service catalogs, and Key Performance Indicators (KPIs)— enabling firms to strengthen governance, transparency, quality, and contractual compliance. Ultimately, this fosters organizational maturity, ensures resource optimization, and reduces costs derived from unforeseen contingencies.

    Formulación del Plan de proyecto para el Diseño de una PMO en 4G Architecture utilizando el marco de trabajo PMBOK® Sexta Edición

    This Master's Final Project was developed to address the problem: identified at 4G Architecture, where differences in project management practices across its business units, the use of non-standardized methodologies, the absence of consistent monitoring and control mechanisms, limited knowledge management, and weak alignment between project execution and organizational strategy hinder the strengthening of organizational project management capabilities. In response to this situation, the objective: was to formulate the Project Management Plan for the design of a supportive Project Management Office (PMO), based on the good practices established in the PMBOK® Guide Sixth Edition, the Organizational Project Management Maturity Model (OPM3®), and the PMO Value Ring methodology. To achieve this purpose, the method: consisted of an applied extension project supported by a documentary analysis of the current project management practices within the Cladding business unit, a qualitative organizational maturity assessment based on OPM3®, and the integrated application of the selected methodological frameworks. As results: a comprehensive Project Management Plan was formulated, integrating the Project Charter, the Work Breakdown Structure (WBS), the project schedule, the project budget, and the subsidiary management plans established by the PMBOK® Guide Sixth Edition. Furthermore, through the application of the PMO Value Ring methodology, organizational needs were identified, stakeholder expectations were aligned, a prioritized PMO service catalog was defined, a conceptual governance model was established, a performance measurement system (KPIs) was developed, the expected organizational benefits were estimated, and a strategic roadmap was structured to guide its future implementation. Finally, the discussion: demonstrated that the integration of the PMBOK® Guide Sixth Edition, OPM3®, and PMO Value Ring provides a robust methodological approach for formulating projects aimed at strengthening organizational project management capabilities, providing 4G Architecture with a structured basis for decision-making regarding the future design and implementation of a supportive PMO while offering a methodological reference that can be adapted by organizations with similar characteristics.

    Modelo para la certificación de granjas avícolas según Resolución 3651 mediante la metodología scrum

    This monograph develops a model through the implementation of the Scrum methodology for the certification of poultry farms as biosecure, in accordance with the application of Resolution 3651 issued by the ICA. The lack of certification of many farms in Colombia occurs due to the barrier that poultry farmers have to comply with the requirements demanded within resolution 3651 on biosafety, putting the integrity of the animals and their production at risk. In this monograph, a model based on Scrum was designed that facilitates the implementation of the necessary protocols and procedures that must be met on the farm for certification, adapting to the characteristics of each farm; A single sprint is used that lasts two weeks where compliance with 25% of the requirements of the standard is addressed, allowing this model to optimize resources, reduce implementation time and generate the necessary documentation for certification of the standard. farm as biosecurity.

    Plan estratégico con componentes financieros, académicos y operativos dentro de la Universidad Tecnológica del Chocó, sede Bahía basado en la metodología del marco lógico

    Objective: to design a strategic project plan for the profitability of the Pacific Headquarters of the Universidad Tecnológica del Chocó, applying the Logical Framework Methodology to strengthen institutional sustainability and academic coverage. Methodology: the Logical Framework Methodology was used, which allows linking in a structured way the causes and effects of complex problems, articulating the financial, academic, and operational dimensions through a comprehensive diagnosis and the evaluation of alternatives. Results: a systemic structural crisis was identified, evidenced in a collection of 55% of the income budget, tax findings for $7.885 million, and a dropout rate of 11.4%. The formulation of the comprehensive strategic plan proposes operational decentralization, cash flow optimization, and compliance with the academic calendar, projecting an increase in the execution of income to 75% and a reduction in student dropout. Conclusions: systemic intervention through the Logical Framework is viable and necessary to mitigate the crisis, converting operational dependence into articulation and guaranteeing student permanence in a historically marginalized territory.     Diseño organizacional de un equipo interno para formulación de proyectos mediante la aplicación del Marco Lógico en la empresa F.C. Ingeniería y Arquitectura S.A.S.

    This Master's Final Project addresses the need to strengthen the institutional capacity of FC Ingeniería y Arquitectura S.A.S. in project formulation, due to the absence of a specialized organizational structure, the reliance on external consultants, and the lack of standardized processes, all of which limit the company's competitiveness in public procurement processes. In this context, an operational structure for the project formulation process was designed by applying the Logical Framework Approach, strategic analysis tools, contract management processes, and Lean Construction principles, with the aim of enhancing the company's effective participation in public bidding processes through the Colombian Electronic Public Procurement System (SECOP). The research adopted a qualitative approach with a descriptive-propositional scope, supported by interviews, document analysis, and organizational diagnosis, complemented by the application of the Logical Framework Methodology for problem identification, alternative analysis, and proposal design. As a result, an organizational diagnosis was conducted, a Project Management Office (PMO) was designed, project formulation processes and performance indicators were established, and an implementation plan was developed to strengthen organizational management and reduce dependence on external consultants. The findings indicate that the proposed model represents a viable alternative for improving operational efficiency, strengthening institutional capacity, and increasing business competitiveness through the adoption of project management best practices.

    Modelo integral de gestión para el Banco de Proyectos de la Corporación Programa Desarrollo para la Paz del Magdalena Centro: Diseño bajo los estándares OPM e ISO 10006.

    This Master's Final Project addresses the problem related to the need to strengthen project portfolio management at the Corporación Programa Desarrollo para la Paz del Magdalena Centro —PDP-MC—, an organization with territorial experience, accumulated knowledge and relationships with strategic stakeholders, but which requires greater methodological articulation, traceability, prioritization, monitoring and institutional learning. Based on this situation, the objective of the study was to design an Integral Management Model for the PDP-MC Project Bank, grounded in the OPM and ISO 10006 standards, aimed at improving strategic alignment, quality in project management and institutional sustainability. Regarding the method, an applied study was developed with a qualitative-documentary approach, supported by descriptive quantitative assessment, through institutional document review, a hybrid OPM–ISO 10006 maturity matrix, multicriteria gap analysis and a specific SWOT analysis for project management. As main results, the diagnosis showed an initial level of organizational maturity, with critical gaps in project inventory, life cycle, governance, prioritization, monitoring, opportunity management and lessons learned. Based on these findings, a model was designed under a functional support PMO logic, including a management flow, quality criteria, indicators, change control and a gradual implementation roadmap. The discussion made it possible to establish that the model is relevant and feasible for the PDP-MC, provided that it is adopted progressively, with internal ownership, institutional monitoring and subsequent adjustments.

    Diseño de un modelo interno de gestión y validación de consultorías bajo los enfoques PMBOK® 7.ª edición y PRINCE2® 7.ª edición para proyectos de acueducto y alcantarillado en la Piedecuestana de Servicios Públicos E.S.P.

    This work addresses the problem identified at Piedecuestana de Servicios Públicos E.S.P., related to the existence of technical, legal, and procedural gaps in the studies and designs of water and sewerage projects contracted with external consultants. These gaps have generated recurring observations, returns from funding entities, and delays in obtaining government resources. In this regard, the general objective was to design an internal model for the management and validation of consultancies, through the combined application of the PMBOK® 7th edition and PRINCE2® 7th edition approaches, aimed at guaranteeing the technical, legal, and procedural quality of the deliverables. A qualitative approach was adopted as the method, supported by document review, analysis of institutional background, and the structuring of validation processes aligned with best practices in project management. To evaluate the results, a methodological model was structured that integrates acceptance criteria, validation flows, control instruments, and role definition, allowing for a reduction in rework and the risk of rejection during the project feasibility stage. Based on the discussions, it is concluded that the proposed model strengthens internal governance, improves the traceability of deliverables, and constitutes a replicable tool for public utility companies managing sanitation infrastructure projects.

    Diseño de lineamientos de gestión de proyectos para orientar al sector de la construcción de Vivienda de Interés Social (VIS) en Colombia hacia la implementación del estándar de sostenibilidad EDGE, basados en el PMBOK

    Problem: The social housing (VIS) construction sector in Colombia exhibits low adoption of the EDGE (Excellence in Design for Greater Efficiencies) sustainability standard, not because organizations lack interest, but because clear methodologies are lacking to integrate its technical requirements with project management frameworks, within a context of budget constraints, training gaps, and regional heterogeneity. Objective: To design project management guidelines based on PMBOK 7 that enable the implementation of the EDGE standard in VIS projects in Colombia. This will be achieved by identifying current practices and barriers, structuring a set of management practices and deliverables, and formulating a progressive and contextualized adoption roadmap. Method: A mixed-methods approach with a predominantly qualitative focus was employed, using three instruments administered to ten construction companies in Bogotá D.C., Medellín, Cali, and Barranquilla: a structured survey for project managers, a structured survey for HSE coordinators, and a joint semi-structured interview for both roles in five companies. Results: The diagnostic revealed basic and intermediate levels of knowledge about EDGE, four categories of barriers, and a 90% predisposition among the organizations to establish guidelines if support is provided. Discussion: The findings demonstrate that the perceived cost overrun is overestimated in relation to the actual increases recorded, which ranged between 4.5% and 8%. Furthermore, the coordination between project management and the HSE department is the organizational factor that most significantly determines the feasibility of certification.     Análisis Comparativo de Marcos de Gestión de Proyectos en Construcción de Obras de Mitigación de Fenómenos de Remoción en Masa en el área metropolitana de Bucaramanga, frente al PMBOK Sexta Edición: Identificación de oportunidades de mejora.

    The civil works construction sector for the control and mitigation of mass wasting phenomena represents a critical area of intervention in Colombia, particularly in the Bucaramanga metropolitan area. This research aimed to conduct a comparative analysis of the project management frameworks used in this sector against the guidelines of the PMBOK Sixth Edition, in order to identify opportunities for improvement in project management. The study was developed using a qualitative approach, employing a multiple case study design that combined document review, analysis of SECOP contract documents, and semi-structured interviews with four professionals in the sector, triangulated to ensure the validity of the findings. The results showed that the sector has a hybrid and informal approach, with a high degree of geotechnical technical capacity, but with structural weaknesses in the managerial dimension, specifically in integration, risk management, stakeholder engagement, and resource allocation, with low alignment with the PMBOK. Based on these results, an improvement plan was defined, proposed across three intervention horizons, which envisions a gradual and contextualized incorporation of the standard. This research offers novel empirical evidence on project management practices in the sector, considered key to risk management in the region.

    Diseño de un modelo asociativo para comercializar productos agrícolas en el Departamento de Cundinamarca mediante el enfoque de Marco Lógico

    The marketing of agricultural products in the department of Cundinamarca is affected by a high dependence on intermediary chains, which significantly reduces the income of rural producers, limits their negotiating power, and perpetuates conditions of economic inequality, despite the sector's relevance to food security and regional development. In this context, this thesis proposes the following objective: "To design an associative business model that facilitates the direct marketing of agricultural products in the department of Cundinamarca, based on the Logical Framework methodology, in order to strengthen associations, reduce intermediation, and promote equitable and sustainable market access." The research was conducted using a qualitative, descriptive, and propositional approach, applied to the design of an associative business model for agricultural producers in Cundinamarca. Situational analysis techniques, document review, and stakeholder mapping were used, allowing for the identification of the causes and effects of commercial intermediation and the structuring of a methodological proposal aligned with the Logical Framework approach. This thesis aims as its main result to propose an associative business model that integrates organizational, commercial, and strategic components, aimed at strengthening collective bargaining capabilities, improving market access, and optimizing direct marketing processes. The results obtained show that associativity can become a viable alternative for improving the economic conditions of rural producers and contributing to the territorial development of the Cundinamarca department.

    Planificación de proyectos agroindustriales para aceites esenciales en zonas rurales en el municipio de Tabio, Cundinamarca

    Agroindustrial initiatives focused on essential oil production in rural contexts often exhibit low technical and financial viability due to deficiencies in planning, structuring, and institutional articulation processes. In this context, this study aims to analyze the key elements required for planning agroindustrial projects for essential oil production in the municipality of Tabio, Cundinamarca, through the application of the Logical Framework Approach. A qualitative study at the profile level was conducted, based on documentary review, comparative analysis of international cases, and the design of a planning model, complemented by a financial viability simulation. The results identified critical factors affecting project viability, highlighting the need to integrate technical, financial, and institutional components from the formulation stage. Additionally, a coherent planning model was developed, supported by a financial analysis that revealed high sensitivity to initial investment. It is concluded that project viability largely depends on the quality of the planning process, and that the Logical Framework Approach enhances project structuring, reduces uncertainty, and increases the potential for implementation in rural settings.

    This Final Master's Project aimed to design a monitoring and control proposal based on risk management, following the PMBOK Sixth Edition, for the installation of the fire suppression system in turbines and generators at the Termoguajira Power Plant (GECELCA S.A. E.S.P.), ensuring safety, quality, and schedule compliance. The content was structured around nine of the ten PMBOK knowledge areas: Integration, Scope, Schedule, Quality, Resources, Communications, Risk, Procurement, and Stakeholders. Cost Management was excluded as an independent area due to the confidentiality of GECELCA's financial information, being addressed solely as a reference indicator. The methodology applied the seven PMBOK risk management processes (planning, identification, qualitative and quantitative analysis, response planning and implementation, and monitoring), using a Risk Breakdown Structure (RBS), a Probability-Impact Matrix, and Expected Monetary Value (EMV) analysis. The results identified 22 risks (1 Critical, 2 High, 17 Moderate, 2 Low), with RE-01 "delay in importing UL/FM-certified equipment, exposure 0.81" as the central finding, positioning procurement as the priority process. The EMV analysis projected a reference net benefit of $112.6M against a $26.7M investment (1:4 ratio). A 10-KPI dashboard across five dimensions (schedule, cost, risk, quality, occupational safety) was designed, along with three S-Curves over a 10-month, $786M reference baseline, and an integrated plan of 29 processes across three phases. The discussion contrasted these findings with antecedents such as Cáceres (2023) and Pérez et al. (2019), showing that integrating risk and occupational safety indicators into monitoring constitutes a differentiating contribution compared to traditional approaches based solely on time and cost. It was concluded that the project enables a transition from reactive to proactive management, with its main methodological contribution being the integration of risk as a cross-cutting axis of the proposed monitoring and control system.

    This research aimed to design a risk management model for construction projects based on the analysis of the COSO ERM, PMI, and ISO 31000 approaches. The study was conducted through documentary research involving a comparative analysis of reference frameworks, case studies, and applicability validation. As a result, a model was structured around overnance, operational management, sectoral integration, and risk learning and control levels, complemented by an application guide. The findings highlighted the need to trengthen risk contextualization within the operational reality of construction projects. It is concluded that the proposed model strengthens risk management and supports decision-making within the construction sector.

    The problem identified in the municipalities of Cundinamarca arises from technological fragmentation in administrative management, evidenced by the use of emails, shared folders, and physical documents, which leads to low traceability, duplication of information, and delays in procedures, affecting institutional efficiency and public perception. The objective of this study is to design a project plan to modernize administrative services through the Intranet, applying the Business Process Management (BPM) approach and the Logical Framework Methodology (LFM) to optimize process management and efficiency. The method corresponds to applied research that integrates the analysis of current processes, needs assessment, and strategy formulation under BPM and LFM, structuring a results-oriented planning matrix with verifiable indicators. The expected results include defining a comprehensive plan that integrates procedures, directories, calendars, indicators, and collaborative spaces into a unified technological platform, ensuring interoperability, traceability, and institutional control. The discussion suggests that combining BPM and LFM not only optimizes processes but also strengthens digital culture and project sustainability, contributing to the achievement of strategic goals and improving public perception of government management.

    Plan de Proyecto para la Reestructuración Administrativa con ISO 39001:2012 en la Cooperativa COOMULTESCO bajo enfoque PMBOK® sexta edición

    In the COOMULTESCO Cooperative, Cooperative, the need to strengthen administrative and operational processes was identified through a management model that promotes organizational efficiency, regulatory compliance, and continuous improvement in road safety. In this context, the International Organization for Standardization (ISO 39001:2012) states that "the ISO 39001:2012 standard establishes requirements aimed at reducing risks associated with traffic accidents and optimizing the performance of organizations linked to the road system"; consequently, this project aims to formulate a project plan for the administrative restructuring of the COOMULTESCO cooperative. Accordingly, this research was conducted through an explanatory approach with document analysis, employing project management tools. The findings revealed that COOMULTESCO lacks a structured Road Safety Management System, presenting fragmented administrative procedures that do not reflect an integrated process-based model, thereby limiting the systematic management of road risks. As a result, a management model restructuring is proposed to optimize administrative processes, strengthen decision-making, and consolidate a culture of road safety, thereby mitigating potential civil liabilities and protecting human lives, both of which are documented in Colombian jurisprudence regarding preventable accidents.

    The project proposes the design of a Project Management Plan for a web-based platform aimed at comprehensively managing field sampling and laboratory analysis processes in the construction sector. Its main objective is to improve the traceability, efficiency, and reliability of results through a hybrid approach that combines the predictive practices of PMBOK 6th Edition with the iterative practices of Scrum. The content covers contextual aspects, the theoretical framework (PMBOK, Scrum, governance, traceability, chain of custody, and legal framework), methodology (hybrid life cycle, scope, deliverables, stakeholder management, schedule, resources, risks, communications, success criteria, and governance), results, discussion, conclusions, and recommendations. The methodology is developed as a descriptive study, structuring a comprehensive plan that incorporates predictive planning (scope, schedule, and risk management) and adaptive development (backlog, roles, and sprints). Traceability matrices, acceptance criteria, and communication plans are also incorporated. The results provide a strategic roadmap with defined deliverables, a baseline schedule, a governance model, and a risk management approach. Benefits such as the reduction of errors in manual processes, greater standardization, and improved operational efficiency are identified. The discussion highlights that hybrid approaches make it possible to integrate control and flexibility, thereby addressing the complexity of the construction sector. Traceability and chain of custody are essential to ensure technical reliability and regulatory compliance, although technology adoption faces challenges related to planning, coordination, and change management. The conclusions indicate that the PMBOK–Scrum hybrid approach is viable for technology projects in the construction sector, provided that it is supported by clear governance, risk management, and economic validation. This approach provides a methodological solution that strengthens decision-making and increases confidence in laboratory processes.

    This study emerged from a problem identified at FC Ingeniería y Arquitectura S.A.S., related to opportunities for improvement in its organizational culture that affect strategic alignment, change management, and project management. In this context, the objective was to design an organizational culture model, based on the guidelines of the PMBOK® Guide Sixth and Seventh Editions, to strengthen change management and the strategic alignment of projects. To achieve this, the study adopted an applied research approach with a quantitative methodology and a descriptive-propositional scope, supported by a literature review, organizational diagnosis, SWOT analysis, GAP analysis, and organizational maturity assessment. The findings identified the main organizational gaps and led to the design of an adapted model integrating organizational culture, leadership, change management, and the performance domains established in the PMBOK Guide Seventh Edition, complemented by performance indicators and a roadmap for its implementation. The discussion demonstrated that strengthening organizational culture contributes to greater project management maturity, enhanced strategic alignment, and increased value creation in engineering organizations.

    Design consultancy for civil engineering projects involves multiple technical disciplines; coordinating them is essential to ensure the coherence and quality of the outcomes. Typically, this process follows traditional workflows where activities are carried out sequentially with limited interaction among stakeholders. This approach can lead to difficulties in design integration, the need for rework, and increased project management complexity. Professionals in the civil engineering consultancy sector face challenges linked to advancements in technological capabilities for processing data and creating conceptual models. Khan et al. (2024) identify 39 challenges associated with integrating BIM (Building Information Modeling) and AI (Artificial Intelligence); key issues include software and hardware costs, training requirements, organizational resistance, a shortage of specialists, BIM/IFC interoperability, and data quality problems.
