Lineamientos metodológicos para la gestión de riesgos en SST en áreas protegidas de alta montaña: Integración de criterios de sostenibilidad para la protección laboral y ambiental

| dc.description | La gestión organizacional moderna exige integrar la sostenibilidad —en sus dimensiones social, económica y ambiental— en los sistemas de Seguridad y Salud en el Trabajo (SST). Sin embargo, en contextos tan críticos y frágiles como las áreas protegidas de alta montaña, persiste una brecha metodológica que impide gestionar de forma unificada los riesgos ocupacionales y ambientales. Esta fragmentación expone al personal a una doble vulnerabilidad y compromete la resiliencia socioecológica del entorno. El presente trabajo tuvo como objetivo proponer lineamientos metodológicos replicables para la gestión de riesgos en SST en áreas protegidas de alta montaña, integrando criterios de sostenibilidad que fortalezcan simultáneamente la protección laboral y la conservación ambiental, tomando como referente documental el Parque Nacional Natural El Cocuy (Colombia). La investigación adoptó un enfoque cualitativo con diseño documental-analítico, fundamentado en la ciencia del diseño y el ciclo PHVA, a partir del análisis de 37 fuentes académicas e institucionales del período 2010–2024. Los resultados evidencian una evolución paradigmática en la conceptualización de sostenibilidad en SST, identifican 18 riesgos ocupacionales y 12 riesgos ambientales específicos, y caracterizan cuatro tipos de interacciones entre ambas dimensiones —frecuentemente ignoradas en la gestión tradicional—. Como producto central, se propone un sistema metodológico estructurado en seis componentes secuenciales. Sus principales innovaciones son la Matriz de Diagnóstico Integrado de Riesgos y un Sistema de Indicadores Tripartito para monitorear el desempeño en SST, gestión ambiental y nivel de integración alcanzado. Se concluye que esta propuesta ofrece un marco práctico y adaptable para superar la gestión fragmentada, facilitando decisiones basadas en la interdependencia sistémica y promoviendo un modelo de protección laboral verdaderamente sostenible. | |
| dc.description.abstract | Modern organizational management demands the integration of sustainability —across its social, economic, and environmental dimensions— into Occupational Health and Safety (OHS) management systems. However, in critical and fragile operational contexts such as high-mountain protected areas, a methodological gap persists that prevents the unified management of occupational and environmental risks. This fragmentation exposes personnel to dual vulnerability and jeopardizes the socio-ecological resilience of the environment. This study aimed to propose replicable methodological guidelines for OHS risk management in high-mountain protected areas, integrating sustainability criteria that simultaneously strengthen occupational protection and environmental conservation, using Colombia's El Cocuy Natural National Park as a documentary reference. The research adopted a qualitative approach with a documentary-analytical design, grounded in design science and the PDCA cycle, based on the analysis of 37 academic and institutional sources from the 2010–2024 period. The findings reveal a paradigmatic shift in the conceptualization of sustainability within OHS systems, identify 18 occupational risks and 12 environmental risks specific to these ecosystems, and characterize four types of interactions between both dimensions —frequently overlooked in traditional management approaches. As the central contribution, a methodological system structured into six sequential components is proposed. Its main innovations are the Integrated Risk Diagnosis Matrix and a Tripartite Indicator System to monitor OHS performance, environmental management, and the level of integration achieved. It is concluded that this proposal offers a practical and adaptable framework for overcoming fragmented management, facilitating interdependence-based decision-making, and promoting a truly sustainable occupational protection model. | |
