Resumen
La Fuerza Aérea Colombiana como institución militar garante de la seguridad y protección del espacio aéreo Colombiano busca que todos sus procesos cumplan con estándares normativos que certifiquen la calidad de sus actividades, por esta razón desde el 2008 ha estado certificada en diferentes sistemas de gestión como lo son NTC-ISO 14001:2004, NTC-OHSAS 18001:2007, NTC-ISO/IEC 27001: 2006, ISO/IEC 17025:2005, AS/EN 9100 y ISO 26000:2010; estándares que certifican la gestión realiza en diferentes temas como el ambiental, seguridad y salud en el trabajo, seguridad informática, acreditación de laboratorios, fabricación de aeronaves y responsabilidad social de las actividades misionales que desarrolla la Institución.
Sin embargo la necesidad de evolucionar el sistema de gestión integrado que la FAC tenía e ir un paso más allá de las certificaciones, se dio a la creación de un modelo de gestión propio dirigido a la excelencia nombrado como MGC9, este modelo fue creado tomando experiencias alcanzadas por la Institución en relación a la gestión de sus diferentes sistemas, estableciendo nueve (9) componentes que garantizan la gestión del logro de resultados de manera exitosa mediante el seguimiento y verificación de todos sus procesos, aumentando el rendimiento de cada uno de los subcomponentes que lo conforman de manera continua.
Pero al crear el modelo surge la necesidad de cómo implementarlo en sus quince (15) Unidades Militares Aéreas, esta investigación diseña la guía de implementación del modelo MGC9 usando diferentes entradas como la correlación de los modelos de excelencia internacionales referentes usados para la creación del modelo MGC9, identificando los componentes asociados más importantes para establecer que el modelo cumpla con estándares similares a los premiados internacionalmente; también incluye la percepción de los altos mandos de las unidades militares con una encuesta realizada para evaluar el conocimiento del modelo a nivel estratégico y las deficiencias que existen en relación a la gestión de sus unidades.
La guía está diseñada por componentes que a su vez tiene subcomponentes con actividades que se deben desarrollar para dar cumplimiento a la implementación del modelo, estas actividades son medidas mediante una herramienta de autoevaluación diseñada por los investigadores que evalúa el estado de implementación y las brechas que existen para lograr el máximo nivel de implementación mediante la mejora continua.
Abstract
The Colombian Air Force as a military institution that guarantees the security and protection of the Colombian airspace seeks that all its processes comply with regulatory standards that certify the quality of its activities, for this reason since 2008 it has been certified in different management systems such as they are NTC-ISO 14001: 2004, NTC-OHSAS 18001: 2007, NTC-ISO / IEC 27001: 2006, ISO / IEC 17025: 2005, AS / EN 9100 and ISO 26000: 2010; standards that certify the management carried out in different topics such as environmental, occupational health and safety, computer security, laboratory accreditation, aircraft manufacturing and social responsibility for missionary activities carried out by the Institution.
However, the need to evolve the integrated management system that the FAC had and go one step beyond the certifications, was given to the creation of an own management model aimed at excellence named as MGC9, this model was created taking experiences achieved by the Institution in relation to the management of its different systems, establishing nine (9) components that guarantee the management of the achievement of results in a successful way by monitoring and verifying all its processes, increasing the performance of each of the subcomponents that conform it continuously.
But when creating the model, the need arises for how to implement it in its fifteen (15) Air Military Units, this research designs the guide for the implementation of the MGC9 model using different inputs such as the correlation of the international models of excellence used for the creation of the model MGC9, identifying the most important associated components to establish that the model meets standards similar to those awarded internationally; It also includes the perception of the high command of the military units with a survey conducted to evaluate the knowledge of the model at a strategic level and the deficiencies that exist in relation to the management of their units.
The guide is designed by components that in turn have subcomponents with activities that must be developed to comply with the implementation of the model, these activities are measured by a self-assessment tool designed by researchers that assesses the status of implementation and the gaps that they exist to achieve the highest level of implementation through continuous improvement.
