En una época en que Colombia atravesaba la más profunda crisis de violencia y conflicto armado tanto por la guerra bipartidista como por los grupos campesinos alzados en armas y en medio de un conflicto político donde se dio un “Golpe de Estado” llevando al poder al General Gustavo Rojas Pinilla, quien identifico que para sacar al País de esta crisis tanto económica como social se requería de la intervención de instituciones y organismos internacionales que contribuyeran con su experiencia y realizaran investigaciones enfocadas a diagnosticar los problemas que agudizaban la crisis y lograran formular alternativas y recomendaciones en pro de subsanar los problemas que la aquejaban. Así en el año de 1954, se invitó al Centro de Economía y Humanismo con cede en Francia, que hiciera parte de este grupo de instituciones, dirigida por el Padre Lebret O.P., titulada “Misión Lebret, se realizó este estudio y se entregó al gobierno en turno en 1958 con el nombre de “Estudio Sobre Las Condiciones Del desarrollo de Colombia.” En este sentido se pretende resaltar el aporte lebretiano desde el Pensamiento Humanista y evidenciar su permeabilidad en el desarrollo de la ruralidad colombiana resaltando la vigencia de sus planteamientos en la actualidad a partir un enfoque metodológico cualitativo comparando su incidencia en los Planes de Desarrollo de los Gobiernos posteriores hasta 2014; por consiguiente se logró evidenciar el resultado positivo de incidencia y la base para proponer una alternativa de política económica viable para este significativo e importante Sector en la Economía tanto nacional como internacional.
Abstract
At a time when Colombia was going through the deepest crisis of violence and armed conflict, both due to the bipartisan war and the peasant groups raised in arms and in the midst of a political conflict where there was a “coup d'état” bringing the General to power Gustavo Rojas Pinilla, who identified that in order to get the country out of this economic and social crisis, the intervention of international institutions and organizations that contributed their experience and carried out research focused on diagnosing the problems that exacerbated the crisis and managing to formulate alternatives and recommendations in order to correct the problems that afflicted her. Thus, in 1954, the Center for Economics and Humanism with headquarters in France was invited to be part of this group of institutions, led by Father Lebret OP, entitled "Mission Lebret, this study was conducted and handed over to the government in turn in 1958 with the name of "Study on the Conditions of the development of Colombia." In this sense, the aim is to highlight the Lebretian contribution from Humanist Thought and to demonstrate its permeability in the development of Colombian rural areas, highlighting the validity of its approaches at present from a qualitative methodological approach comparing its incidence in the Government Development Plans subsequent to 2014; therefore, it was possible to demonstrate the positive incidence result and the basis for proposing a viable economic policy alternative for this significant and important Sector in the Economy, both national and international.
