Resumen

El presente documento es un análisis histórico de cómo ha sido el proceso de evolución de la producción y comercialización de papa en Colombia, y como el Tratado de Libre Comercio con la Unión Europea llegó a perjudicar al sector papicultor colombiano. Se revisan los aspectos de comercio exterior de Colombia durante el siglo XX y como se manejaron las políticas internas de desarrollo del sector agrícola para poder afrontar la apertura comercial. Además, se muestran datos de exportaciones e importaciones después de la firma del TLC con la Unión Europea. Se induce a que con la firma del TLC las importaciones de papa empezaron a crecer notablemente en Colombia, hasta llegar a generar una crisis entre los cultivadores nacionales. También se plantean conclusiones y recomendaciones para poder solucionar las coyunturas que afectan al sector agrícola.

Abstract

This document is a historical analysis of how the evolution process of potato production and marketing in Colombia has been, and how the Free Trade Agreement with the European Union came to harm the Colombian paper-growing sector. Aspects of foreign trade in Colombia during the 20th century and how the internal development policies of the agricultural sector were handled in order to face the commercial opening are reviewed. In addition, data on exports and imports are shown after the signing of the FTA with the European Union. It is induced that with the signing of the FTA, potato imports began to grow notably in Colombia, until it generated a crisis among national growers. Conclusions and recommendations are also raised to be able to solve the conjunctures that affect the agricultural sector.
