Formulación de un plan para el manejo y disposición de materiales que contienen asbesto en la infraestructura de la Institución Educativa rural Vijagual de Bucaramanga, Santander

Abstract

The care of the environment and health are fundamental axes in the development and determining factors in the integral growth of the human being; for the directives of the Educative Rural Institution Vijagual from Bucaramanga, Santander, it is fundamental to strengthen the safety of their students and at the same time, to contribute to the improvement of the conditions of the community in general, through the adequate disposal of asbestos residues , therefore, according to studies carried out, asbestos pose a risk both for health and the environment; seeing with concern that it is present in the institution without an adequate final disposal, being exposed outdoors, generating a problem caused by the lack of awareness of the community and the free use of asbestos as a supply for industrial processes. Configuring an imminent danger by which the government issued Law 1968/20019 where it banned asbestos in Colombia by 2021. Being evident the need to take concrete actions and to raise awareness in the educational community in general; In this scenario, the purpose of this project aims to answer the research question Can the formulation of a structured and systemic plan for the management and disposal of materials and waste containing asbestos in the Vijagual Rural Educational Institution and its headquarters be reduced gradually, diminishing the side effects in the community surrounding this establishment? To this end, a descriptive investigation was applied, using the Arboleda method and with a mixed approach, in five phases as follows: definition of competencies within the entity and determination of strategies, diagnosis of the situation, establishment of priorities and goals of the plan, formulation and evaluation of alternatives: design of the plan and finally, implementation, assessment and monitoring; checking the existence of impacts with a very significant or serious level of importance and classifying the solution of the situation as a priority, where the researcher, aware of the problem, proposes a plan for the management and final disposal of waste materials containing asbestos in the facilities of the Educative Rural Institution Vijagual in Bucaramanga, Santander, following the guidelines established by the Ministry of Environment and Sustainable Development regarding the disposal of hazardous waste, designs an educational booklet as a tool to raise awareness of the risk to health and the environment posed by asbestos, and also suggesting how the main strategy is to continue the execution and follow-up of the management plan until the process of final and safe disposal of asbestos residues comes to a successful conclusion.
