Resumen
Los Gobiernos han intentado implementar toda clase de disposiciones complementarias que respondan a la realidad migratoria, con el fin de proteger a quienes se encuentran en condición irregular para facilitar su tránsito a un régimen migratorio ordinario y poder brindarles oportunidades económicas, facilidades de acceso a bienes y servicios y una mayor integración dentro de la sociedad receptora; es así como en ese camino se espera conocer cuál ha sido el esfuerzo institucional por adoptar medidas, políticas y/o estrategias que atiendan de manera inclusiva a la población migrante. A través de la información suministrada por representantes de entidades gubernamentales como Migración Colombia, entidades distritales como la Alcaldía Mayor de Bogotá, órganos de control como las Personerías Locales y órganos constitucionales como la Defensoría del Pueblo se aborda la gestión y las actuaciones llevadas a cabo para facilitar una migración segura, ordenada y regular de venezolanos en la ciudad de Bogotá y comprobar su efectividad a través de mecanismos para la regularización como lo es el “Estatuto Temporal de Protección” adoptado en el año 2021 y mediante el cual se les permita a los migrantes obtener por un espacio de 10 años la visa como residentes y la “Estrategia para la acogida, inclusión y desarrollo de los nuevos bogotanos” acogida por la Alcaldía Mayor de Bogotá mediante la cual se implementan pilares como la protección social e inclusión económica, la atención humanitaria, el acceso a la justicia, su participación social, económica y cultural o la regularización, para concluir si han dado los frutos esperados o por el contrario se identifican falencias que obstruyan la posibilidad de ser retomados en otra zonas del país donde también se presenta una gran concentración de migrantes. Por ello tras la recolección y análisis de información de las entidades encargadas de la atención a migrantes, se obtendrá una calificación de la gestión realizada, respondiendo a la pregunta sobre ¿Cuáles han sido las disposiciones distritales para brindar atención a los migrantes venezolanos? determinando su alcance a nivel nacional.
Abstract
Governments have tried to implement all kinds of complementary provisions that respond to the migratory reality, in order to protect those who are in an irregular condition to facilitate their transit to an ordinary migratory regime and to provide them with economic opportunities, access to goods and services and a better integration within the receiving society; it is thus expected to know what has been the institutional effort to adopt measures, policies and/or strategies to attend the migrant population in an inclusive manner. Through the information provided by representatives of governmental entities such as Colombia Migration, district entities such as the Mayor's Office of Bogota, control bodies such as the Local Ombudsman's Offices and constitutional bodies such as the Ombudsman's Office, the management and actions carried out to facilitate a safe, orderly and regular migration of Venezuelan migrants are addressed, orderly and regular migration of Venezuelans in the city of Bogota and check its effectiveness through mechanisms for regularization such as the "Temporary Statute of Protection" adopted in the year 2021 and through which migrants are allowed to obtain a 10-year resident visa and the "Strategy for the reception, inclusion and development of the new Bogota residents", inclusion and development of the “new bogotanos" welcomed by the Mayor's Office of Bogota through which pillars such as social protection and economic inclusion, humanitarian attention, access to justice, their social, economic and cultural participation or regularization are implemented, to conclude if they have given the expected results or, on the contrary, if they have identified shortcomings that obstruct the possibility of being retaken in other areas of the country where there is also a large concentration of migrants. Therefore, after the collection and analysis of information from the entities in charge of the attention to migrants, a qualification of the management carried out will be obtained, answering the question: What have been the district provisions to provide attention to Venezuelan migrants? determining their scope at national level.
