| dc.description | La gestión de los residuos de construcción y demolición (RCD) representa uno de los principales desafíos ambientales del sector de la construcción, debido a su alto volumen de generación y a las limitaciones en su manejo y aprovechamiento. En este contexto, la presente investigación tuvo como objetivo diseñar una estrategia de transición progresiva hacia la economía circular en la gestión de los RCD en Medellín, Colombia, orientada a su aprovechamiento efectivo bajo condiciones técnicas, económicas e institucionales reales. El estudio se desarrolló bajo un enfoque metodológico mixto de carácter cualitativo aplicado, el cual integró la revisión bibliográfica y bibliométrica, el análisis del marco normativo vigente, el estudio de caso del contexto local, el diagnóstico del sistema actual de gestión de los RCD y el análisis comparativo de experiencias internacionales. Esta aproximación permitió comprender la problemática desde múltiples dimensiones y establecer una base sólida para la formulación de la propuesta. Los resultados evidenciaron que, a pesar del desarrollo teórico y técnico de la economía circular, su implementación en el sector de la construcción en Medellín es limitada, predominando un modelo lineal basado en la disposición final de los residuos. Asimismo, se identificaron barreras de carácter técnico, económico, institucional y cultural que dificultan la adopción de prácticas de aprovechamiento, así como una débil articulación entre los actores involucrados en la gestión de los RCD. A partir de estos hallazgos, se formuló una estrategia estructurada en componentes operativos, técnicos y organizacionales, que incluye la gestión en obra, el aprovechamiento de los residuos, la articulación de actores y el seguimiento mediante indicadores. La propuesta incorpora elementos de fortalecimiento como metas cuantificadas, un modelo piloto de implementación, un centro de acopio y valorización, y una plataforma de articulación, lo que permite su aplicación en condiciones reales y su evaluación mediante indicadores de desempeño. Se concluye que la transición hacia la economía circular en la gestión de los RCD es viable en el contexto analizado, siempre que se adopte un enfoque progresivo que considere las condiciones específicas del entorno y promueva la integración de los diferentes actores del sector. En este sentido, la investigación aporta tanto al desarrollo académico del tema como a la formulación de soluciones aplicables que contribuyen a la sostenibilidad del sector de la construcción. | dc.description.abstract | The management of construction and demolition waste (CDW) represents one of the construction sector's major environmental challenges, owing to the high volume generated and limitations regarding its handling and recovery. Against this backdrop, this research aimed to design a strategy for a progressive transition toward a circular economy in CDW management in Medellín, Colombia, focusing on effective waste recovery under real-world technical, economic, and institutional conditions. The study employed a mixed-methods approach—qualitative and applied in nature—integrating a bibliographic and bibliometric review, an analysis of the current regulatory framework, a local case study, a diagnosis of the existing CDW management system, and a comparative analysis of international experiences. This approach facilitated a multidimensional understanding of the issue and established a solid foundation for formulating the proposal. The results revealed that, despite theoretical and technical advancements in the circular economy, its implementation within Medellín's construction sector remains limited, with a linear model based on final waste disposal still predominating. Furthermore, technical, economic, institutional, and cultural barriers hindering the adoption of recovery practices were identified, alongside weak coordination among the stakeholders involved in CDW management. Based on these findings, a strategy was formulated comprising operational, technical, and organizational components; it encompasses on-site management, waste recovery, stakeholder coordination, and monitoring through indicators. The proposal incorporates strengthening elements such as quantified targets, a pilot implementation model, a collection and recovery center, and a coordination platform, enabling its application under real-world conditions and its evaluation through performance indicators. It is concluded that the transition to a circular economy in construction and demolition waste (CDW) management is feasible in the context analyzed, provided a progressive approach is adopted that considers specific local conditions and fosters the integration of various sector stakeholders. In this regard, the research contributes both to the academic development of the subject and to the formulation of practical solutions that support the sustainability of the construction sector. | |
