Abstract

The project focused on developing a comprehensive IT system for managing procurement at the Santo Tomás University, Tunja campus, with the aim of optimizing administrative processes, ensuring transparency, and facilitating the participation of the various stakeholders. A detailed analysis of requirements was conducted through interviews, review of institutional documents, and observation of existing procedures, which allowed for the identification of the main needs of the procurement process. Based on this analysis, the system's general structure and graphical interface were designed, defining the functionalities and user interaction. Security mechanisms based on role-based access control were implemented, ensuring the protection and confidentiality of information. A clear, intuitive interface was also developed, adaptable to each type of user, including applicants, the Financial Administration Committee, and the legal department. The project was managed using the Kanban agile methodology, which enabled organized, collaborative, and efficient development. Overall, the system improved administrative efficiency, reduced response times, strengthened control mechanisms and access to information, and increased institutional trust in procurement processes.
