Esta investigación analiza el rol de la élite barranquillera en la construcción de una ciudad global durante el segundo mandato de Alejandro Char (2016-2019) y la percepción de la ciudad en relación con las políticas de infraestructura. Utiliza una metodología cualitativa, un enfoque de métodos mixtos y una revisión de prensa. Se identificaron categorías como el tipo de infraestructura, el rol de la prensa y la relación entre las élites y la infraestructura. Los resultados muestran la importancia de las élites en la construcción de infraestructura y la imagen que quieren proyectar de la ciudad. Esto no obedece a un proyecto de ciudad específico, sino a un extractivismo urbano que prioriza los intereses de la élite, y que encuentran en la contratación distrital una forma de satisfacerlos. La prensa termina siendo un dispositivo para reproducir la imagen proyectada de la ciudad según los intereses de la élite.
Abstract
This research analyzes the role of the Barranquilla elite in the construction of a protective global city during Alejandro Char's second term in office and the perception of the city in relation to infrastructure policies. It uses a qualitative methodology, a mixed-method approach, and a press review. Categories such as the type of infrastructure, the role of the press, and the relationship between the elites and infrastructure were identified. The results show the importance of the elites in the construction of infrastructure and the image that they want to project of the city. This does not obey a specific city project, but rather an urban extractivism that prioritizes the interests of the elite, and they find in district contracting a way to satisfy them. The press ends up being a device for reproducing the projected image of the city according to the interests of the elite.
