El proyecto tiene como objetivo evaluar el grado de cumplimiento del Esquema de Ordenamiento Territorial (EOT) del municipio de Tibasosa, Boyacá, frente a los lineamientos ambientales establecidos en el acta de concertación emitida por Corpoboyacá. A partir de un enfoque cualitativo y mediante una revisión documental comparativa entre el Acuerdo Municipal que adopta el EOT y el documento de concertación ambiental, se busca identificar la incorporación efectiva de las determinantes ambientales, así como las posibles brechas o inconsistencias normativas y técnicas.
El proyecto responde a la necesidad de fortalecer la articulación entre la planificación territorial municipal y los lineamientos ambientales definidos por la autoridad ambiental competente, en cumplimiento del marco legal colombiano. Se contempla analizar los compromisos ambientales establecidos, evaluar su implementación e identificar áreas críticas, con el fin de proponer recomendaciones orientadas a mejorar la gestión ambiental y territorial del municipio.
Abstract
The objective of the project is to evaluate the degree of compliance of the Land Use Planning Scheme (EOT) of the municipality of Tibasosa, Boyacá, with the environmental guidelines established in the agreement issued by Corpoboyacá. From a qualitative approach and through a comparative documentary review between the Municipal Agreement that adopts the EOT and the environmental agreement document, we seek to identify the effective incorporation of the environmental determinants, as well as the possible gaps or regulatory and technical inconsistencies.
The project responds to the need to strengthen the articulation between municipal territorial planning and the environmental guidelines defined by the competent environmental authority, in compliance with the Colombian legal framework. The project will analyze the environmental commitments established, evaluate their implementation, and identify critical areas in order to propose recommendations aimed at improving the municipality's environmental and territorial management.
