    This document examines and analyzes the inconsistencies identified in the mass appraisal and cadastral update process carried out in the municipality of Soacha, with emphasis on commune 1, specifically the “La Ye” sector of Compartir. It evaluates the technical, regulatory, and administrative factors that influence the determination of cadastral values, as well as their impact on tax equity. Based on the analysis, deficiencies are identified in the delineation of homogeneous zones, the methodological application, and the alignment with fiscal policy. The study proposes recommendations aimed at improving the accuracy, transparency, and legitimacy of the cadastral system, thereby preventing socioeconomic impacts such as tax inequity, market distortions, and financial burdens on property owners.

    This proposal seeks to consolidate a land management scheme with a sustainability focus for the KPC ecosystem's area of influence, based on the convergence of urban, economic, and biophysical planning tools. Through a study of land cover change over time, a review of the current legal framework, and an analysis of surrounding social dynamics, a strategy is structured that operationally links the Environmental Management Plan with the development of partial plans and the implementation of Payment for Ecosystem Services (PES) mechanisms. The purpose is to consolidate the wetland as a structuring element of the territory, ensuring its conservation while promoting processes of planned relocation, productive transformation, and urban stewardship, under a framework of socio-environmental justice and urban sustainability.

    Throughout it is history, the municipality of Ubate has grown from it is origins as Muisca territory to become a livestock and agricultural hub, undergoing a transition that has made it a highly productive and economically developed area based on livestock and dairy production. However, all this development is reflected in its main economic activity, which ranks it as one of the municipalities with the highest livestock and dairy production nationwide. It also preserves a large heritage inventory that has consolidated the urban center as a territory that invites tourism and gastronomy, which is the hallmark of Ubaté. Nevertheless, this development has meant that population consolidation and growth have not been taken into account, as the growth of the municipality in its urban area has resulted in its periphery or border areas between rural and urban areas being affected by squatter settlements where outsiders and people from the municipality itself have settled without any other option. This is the result of unplanned growth and the lack of a compact city model that would allow for better structuring of the territory, causing significant damage, as disorderly construction has had the most serious consequences on public space and territorialization. Throughout history, public space has allowed people to interact, enjoy the landscape, and appropriate the territory. This is where this degree project begins, in the search for an analysis of the San Jose Ubate sector, a place that has grown and densified its urban space but has not generated cohesion, identity, and enjoyment of the place. Building a city requires proposals that bring people together, as this project seeks to identify the dynamics of the sector, review the physical and regulatory conditions of the territory, and recognize the reasons for the disarticulation of the sector, housing, and its facilities. The results of this analysis will allow government entities to make decisions that dignify places through urban policies, plans, and active proposals that are carried out, thus creating a dignified, compact, and consolidated Ubate, always based on the policies of the land use plan, which, when articulated, will enhance the San Jose sector and create an urban fabric in the municipality of Ubate.

    This Project delves into the significant impact of urban infrastructure development on city evolution. Specifically, it focuses on analyzing how the construction of the “Avenida El Rincón – between streets 128B and Avenida Ciudad de Cali” in Bogotá D.C. has influenced land values in its surrounding areas. To archieve this, the study examined cadastral land values from 2019 and 2024. A model is being applied to identify factors that affect the price per square meter of properties. The core objective is to determine if the avenue’s construction has led to property appreciation and to quantify the changes in land value since the project’s inception. The findings highlight that while numerous variables influence land value, such as economic destination, property area, and socioeconomic estratification, social factors like noise pollution from nearby infraestructura also play a crucial role in determining land value changes.

    The objective of this research is to examine the effectiveness of environmental management implemented in the sector Los Puentes de Mosquera (Cundinamarca), an area corresponding to the subbasin of the river Balsillas. The motivation of the analysis originated with the ecological crisis of 2022, visible by the extensive generation of foam in the water body. It was concluded that this event was caused by high concentrations of surfactants from domestic discharges, which shows the lack of appropriate sanitation systems and poor management of water resources in the area.The methodology was based on documentary analysis, where the zoning and restrictions of the municipal PBOT were compared with the normative instruments of higher order, particularly the guidelines of the POMCA and the CAR. The findings reveal an important inconsistency (both legal and implementation), which exacerbates pollution and exposes residents to a double hazard: chemical waste poisoning and a high level of flood threat.

    This thesis analyzes the territorial and social implications of relocating the Nuestra Señora de la Antigua school in the municipality of Nuevo Colón, Boyacá, Colombia. The research examines the consistency between the new location of the school and the guidelines established in the municipal Land Use Plan (EOT), identifying normative gaps and outdated regulatory frameworks that weaken territorial planning processes. Through a mixed methodological approach that includes cartographic analysis, field observation, and technical evaluation of accessibility and connectivity, the study reveals that the reallocation of the school to a rural area lacks adequate infrastructure and integration into the territorial system. These deficiencies impact the school's functionality and hinder equitable access to educational services. The findings highlight the need to strengthen territorial planning instruments and propose strategic guidelines to improve the relationship between educational facilities and the spatial structure of the municipality, ensuring inclusive, connected, and sustainable development.

    This thesis focuses on a sector of the city of Ibague, capital of the department of Tolima located in the center-west of Colombia. The problem addressed by this study has to do with the development, approval and non-implementation of the partial plan "Calle 19", which sought to recover the sector through urban renewal of the city center. As a general purpose, it is sought to examine the diagnosis of the impact on the value of the land and the social deterioration of the area, due to the non-execution of the partial plan "Calle 19". A reference to achieve this purpose is to have a clear vision of the current diagnosis of the infrastructure of 19th Street, it is also important to identify the impacts that the sector has suffered as a result of the non-implementation of this partial plan. The research is framed under the qualitative approach, since the purpose is to delve into phenomena occurring in a sector of the city, and the case study is taken as a method of investigation, in view of the problems presented by the area due to aspects that make this sector a vulnerable area for residents and traders, therefore the physical and social renewal of the sector is sought which allows sustainability in urban development aspects, to show the social, commercial, building and mobility opportunities that the sector has with a proper implementation of the partial plan already proposed since 2009 when the initial consultancy was carried out by the firm PYPSA.

    The project aims to characterize changes in the economic use of land in the Apartadero Villa de San Diego district of Ubaté by comparing historical and current cadastral records from 2009 and 2023, contrasting them with the uses established in the current Land Use Plan (PBOT), to identify territorial dynamics and represent land use transformation patterns. This case study contrasts the results with the regulatory land uses established in the 2003 PBOT, and in turn, with the environmental factors within which it is located in the Alto Suárez Basin Management Plan (POMCA). GIS tools are used to help detect and describe spatial patterns, functional modifications, and highlight areas where land use differs from current regulations. The findings indicate changes associated with the growth of the sector and the pressure on certain areas with environmental regulations. This analysis provides essential technical inputs to strengthen the territorial diagnosis and support the formulation of the next PBOT, by providing an analysis of soil dynamics in a strategic sector of the municipality.

    This case study, sought to indentify and relate the dynamics of territorial management and environmental factors surrounding the Kaiwa ranchería, located in the municipality of Uribia, La Guajira. The study focused on identifying the characteristics of the environment, terrain, location and social organizationm and relating them to the municipality’s current land use plan. A qualitative methodology eas implemented, based primarily on interaction with community residents to generate internal information and subsequently compare it with the provisions proposed in the municipality’s current land use plans. During the course of the research, a significant gap was indentified in the information provided in the municipality’s current land use plan (PBOT), as no record of the rancheria was found. Similarly, by relating it to its surroundings, it was posible to verify the organization that currently manages the rancheria internally, as well as key aspects of its legislation. Finally, a brief analysis and proposal were made on methods for including the rancheria the municipality’s land use plans.

    This research examines the impact of urban infrastructure on the sustainable development of the town of Teusaquillo, specifically in cadastral sector 006217 (Southeastern Salitre City) in Bogotá. The purpose is to analyze how infrastructure interventions, such as road expansion and the incorporation of the TransMilenio system, impact the achievement of the Sustainable Development Goals (SDGs) at the local level. The study focuses on the relationship between the planning and execution of urban mobility projects and their influence on territorial sustainability, addressing environmental, social, and economic aspects. To this end, both potential benefits, such as improved connectivity and access to services, and the challenges arising from urban transformations, including environmental management, public space, and residents' quality of life, were considered. In conclusion, the analysis identified that the expansion of 68th Avenue with the TransMilenio system represents an opportunity to advance sustainable mobility and strengthen the urban structure, but at the same time poses challenges that require comprehensive management to balance urban growth with environmental protection and community well-being.

    Análisis catastral mediante métodos indirectos en la vereda salitre negro, Villeta, Cundinamarca: una mirada desde el catastro multipropósito y su relación con la plusvalía urbana

    This thesis analyzes the problems faced by the rural district of Salitre Negro, Villeta (Cundinamarca), derived from the annulment of Agreement 016 of 2010 and the reinstatement of Agreement 033 of 2000 within the Basic Land Use Plan (PBOT). This regulatory setback forced properties that had been classified as country housing, urban expansion, or other higher-value uses—and that had not completed their legalization processes—to return to agricultural or rural land categories, leading to a significant loss of land value capture (plusvalía). The research was conducted using indirect methods supported by Geographic Information Systems (GIS), official cartography, catastral records, and normative documents. These tools enabled the identification of land-use changes, the quantification of territorial conflicts, and the economic impact analysis of plusvalía loss. Values were updated to constant prices using the Consumer Price Index (CPI) to accurately measure fiscal losses. The results show that the annulment of Agreement 016 the 2010 decreased the municipality’s ability to capture land value increments, reducing potential revenues for public investment and negatively impacting Villeta’s local economy. This normative regression widened the gap between cadastral and market property values, while weakening legal certainty regarding land use.Therefore, the study demonstrates that implementing a multipurpose cadastre and strengthening effective land value capture mechanisms are key strategies to ensure fiscal justice, regulatory coherence, and financial sustainability in Villeta’s territorial planning.

    In the municipality of Tibasosa, specifically in the Santa Teresa sector, increasing land occupation has been observed in areas with regulatory restrictions, particularly in the Vargas Canal waterway. These constructions violate the provisions of the Territorial Planning Scheme (EOT) and generate significant environmental and urban impacts. This situation compromises the integrity of local ecosystems, affects the functionality of the territory, and increases the vulnerability of people and property located in areas unsuitable for urban development. The study develops a technical analysis based on cartographic, regulatory, and documentary information, complemented by the use of Geographic Information Systems (GIS) tools. This will allow for precise delimitation of the affected areas, identification of irregular constructions, and analysis of key variables related to land use. The findings highlight a disconnect between urban planning and the protection of strategic areas, as well as a limited institutional capacity to exercise control over the territory. Consequently, strategies are proposed aimed at ecological restoration, strengthening urban control processes, and promoting a territorial culture that recognizes the value of natural spaces within the urban fabric. Likewise, the importance of aligning local public policies with the principles of sustainability, legality, and risk prevention is emphasized.

    This project aims to analyze the articulation between the Land Use Plan (POT) of the municipality of Soacha and the River Basin Management and Planning Plan (POMCA) of the Bogotá River, using the rural area of Bosatama as a case study. Through a normative and territorial approach, both instruments will be reviewed in order to identify gaps, contradictions, and differences in land-use allocation, as well as to assess the impact of environmental determinants on local territorial management. The methodology combines documentary and cartographic analysis, supported by interviews with key stakeholders, which will allow the contrast between regulatory frameworks and the spatial and social realities of the territory. As a result, the study expects to deliver a detailed diagnosis and a set of guidelines that strengthen the harmonization between the POT and the POMCA, in accordance with Colombia’s National Development Plan 2022–2026, which establishes that environmental determinants are level 1 rules of prevalence within territorial planning, as they constitute higher-ranking regulations (DNP, 2023).

    The Tunja Agrifood Park (PAAT) emerged as an initiative to modernize agrifood marketing in Boyacá, transforming traditional spaces into specialized infrastructure. However, its location in a transition area bordering urban, suburban, and rural areas, without a prior comprehensive territorial assessment, has generated environmental, social, and urban planning tensions that require a broader planning approach. To this end, the project conducted a territorial analysis in the area of greatest pressure generated by Phase 1 of the PAAT, providing technical input to mitigate the impacts projected in Phases 2 and 3. To this end, the current conditions of the territory were characterized, a systematic impact matrix was applied, and prevention, mitigation, and compensation strategies were formulated. The results highlighted the need to strengthen citizen security, improve public spaces, manage mobility, and promote community participation as key elements connecting the project with its surroundings. It is concluded that the development of comprehensive territorial diagnoses constitutes a key tool for anticipating risks, optimizing decision-making, and promoting more balanced and sustainable agroindustrial development.

    This research project analyzes land management in the Alameda del Río urbanization, located in the city of Barranquilla, based on the five principles of a sustainable neighborhood defined by UN-Habitat. The main objective was to evaluate whether the urban development implemented through the Partial Plan "El Volador" complies with these principles, considering the planned proposals, the territorial reality, and residents' perceptions. A qualitative, descriptive, and analytical methodology was applied, integrating documentary analysis, spatial observation, and a survey of local residents. The results were structured into thematic evaluation sheets by principle, revealing progress in housing density and socio-economic diversity, but also showing limitations in mobility, service provision, public space quality, and universal accessibility. A comparative analysis with an international urban model, Vauban neighborhood in Freiburg, Germany, helped contextualize the findings and assess the scope of the local experience against international standards. In conclusion, Alameda del Río partially meets the principles of sustainable urban development, with a functional planning structure but notable challenges in its territorial implementation.

    The objective of this work is to evaluate whether the current land use of the main urban area of the municipality of Fómeque, Cundinamarca, aligns with the guidelines of the Territorial Planning Scheme of Agreement No. 013 of 2021, identifying convergences, divergences, and suggesting actions for better application of the current regulations. In order to achieve the objective, the information from 1,767 land units regarding current land use was collected and classified. Simultaneously, the normative uses were identified and referenced according to the stipulations in Agreement No. 013 of 2021 for the same land units. The analysis of the information allowed for the identification that, out of the 1,767 analyzed land units for the main urban area, 72.9% (1,288 land units) are in accordance with its land use planning policy, whether they present a direct convergence of uses or are in complementary or conditional uses; it is identified that 24.5% (433 land units) correspond to developable but undeveloped land lots, for which the municipality must guarantee access to goods and services in favor of the quality of life of its inhabitants. Finally, 2.7% (46 land units) are identified as having special conditions (8 units) or prohibited uses (38 units), and it is suggested that the municipal authority take actions to mitigate the inconsistencies, providing effective territorial management solutions that contribute to the development of the municipality.

    The objective of the project is to evaluate the degree of compliance of the Land Use Planning Scheme (EOT) of the municipality of Tibasosa, Boyacá, with the environmental guidelines established in the agreement issued by Corpoboyacá. From a qualitative approach and through a comparative documentary review between the Municipal Agreement that adopts the EOT and the environmental agreement document, we seek to identify the effective incorporation of the environmental determinants, as well as the possible gaps or regulatory and technical inconsistencies. The project responds to the need to strengthen the articulation between municipal territorial planning and the environmental guidelines defined by the competent environmental authority, in compliance with the Colombian legal framework. The project will analyze the environmental commitments established, evaluate their implementation, and identify critical areas in order to propose recommendations aimed at improving the municipality's environmental and territorial management.

    The project of the Expansion to a Third Lane of the Double Carriageway of the Bogotá – Girardot highway uses the process of property management to acquire the necessary land for the works corresponding to its work, through the commercial appraisals carried out for the acquisition of the land necessary for this purpose, the change in the land use norm proposed in the planning instrument such as the Plan of Territorial planning It is essential to analyze the repercussions that the change of use entails, which allows us to visualize how the territory is organized and planned with the impact of the realization of a work of public interest. In the case study to be analyzed, it is contemplated how the change in the norm of the Territorial Planning Plan of the municipality of Fusagasugá has an impact on the values of m2 of land in the properties required for the aforementioned project in a path where most of the properties have contemplated this change in value in the process of property management of the project. with the aim of reviewing the causes and consequences for the different actors involved in the process of property acquisition.

    Chipaque is located in a mountainous area and has geological and geomorphological conditions prone to landslides, especially in the context of climate change. According to IDEAM, the increase in extreme events, such as intense rainfall, has led to a rise in the frequency of landslides in various regions of Colombia. This phenomenon puts both the lives of residents and critical infrastructure at risk, making it imperative to conduct a detailed analysis that links climatic factors with land vulnerability. Secondly, the region has experienced population growth and uncontrolled urbanization, which intensifies pressure on land use. The lack of adequate planning and risk management tools contributes to many communities settling in high-risk areas without proper information about the threats they face. A multitemporal analysis of climate variability will allow the identification of patterns that can help predict future mass removal events, providing authorities with the necessary information to implement sustainable urban development policies.

    The "Arboleda del Campestre" macroproject, located in Commune 9 (Picaleña area) in the city of Ibagué, has generated significant impacts on its immediate surroundings from a territorial management perspective. This thesis aims to analyze the regulatory, urban infrastructure, management, economic, social, cultural, and ethical implications of the "Arboleda del Campestre" macroproject in its immediate surroundings within the city of Ibagué. The study examines the transformation of land use, the reorganization of urban infrastructure, and population growth in previously rural sectors. It also explores challenges in mobility, access and capacity to public services, formal and informal commerce, construction of facilities, and how residents have adapted their cultural practices to the new urban model. Additionally, the thesis addresses ethical and regulatory principles, assessing whether the development has been inclusive and sustainable. Through a comprehensive evaluation, this research aims to provide a framework for current and future territorial planning, ensuring a balance between urban development and community well-being.
