La competitividad resulta ser un pilar fundamental para el crecimiento y desarrollo de una región, tanto en la economía, como en el bienestar de vida de sus habitantes. Esta competitividad se mide por “la habilidad que posee una economía de mantener y atraer a las empresas con cuotas de mercado estables, manteniendo o aumentando los niveles de vida de los que participan en la economía” (Porter, Estrategia y ventaja competitivia, 2006) Es por ello que la gobernación del Meta ha creado e implementado políticas que beneficien la competitividad para la región. En el presente año, la gobernación reconoció la amplitud de trabajo que requiere generar altos indicadores de competitividad, por esto, mediante la ordenanza No 995 de 2018, modifico la estructura de la Administración central del Departamento del Meta y creo la Secretaria de Competitividad y Desarrollo Económico junto con la nueva Gerencia de Industria, Empleo y Emprendimiento. Dentro de las funciones de la Secretaria de Competitividad y Desarrollo Económico comprende promover y asegurar el funcionamiento de la CRCCTI y articular las propuestas del sector público, académico y empresarial, para la formulación y desarrollo de proyectos. Como práctica profesional en Negocios Internacionales se dio como una de las funciones apoyar y acompañar a las diferentes actividades que realizará en la CRCCTI como representación de la Gobernación del Meta. La Gobernación del Meta junto con la CRCCTI, en cumplimiento al Plan de Desarrollo Económico y Social 2016-2019, avanza en la conformación de tres clúster: clúster turismo naturaleza, clúster bioenergía y clúster agroalimentario. Como una de las tareas principales en la práctica profesional consistía en acompañar el proceso de conformación del clúster turismo naturaleza y clúster agroindustrial alimentario, y en el apoyo directo en la conformación del clúster de Bioenergía del Meta con el apoyo de practicantes universitarios.
Abstract
Competitiveness turns out to be a fundamental pillar for the growth and development of a region, both in the economy and in the well-being of its inhabitants. This competitiveness is measured by “the ability of an economy to maintain and attract companies with stable market shares, maintaining or increasing the living standards of those participating in the economy” (Porter, Strategy and Competitive Advantage, 2006) That is why the Governance of Meta has created and implemented policies that benefit competitiveness for the region. In this year, the government recognized the breadth of work that requires generating high indicators of competitiveness, therefore, through Ordinance No. 995 of 2018, I modify the structure of the Central Administration of the Department of Meta and created the Ministry of Competitiveness and Development Economic together with the new Management of Industry, Employment and Entrepreneurship. Within the functions of the Ministry of Competitiveness and Economic Development, it includes promoting and ensuring the functioning of the CRCCTI and articulating the proposals of the public, academic and business sector for the formulation and development of projects. As a professional practice in International Business, it was given as one of the functions to support and accompany the different activities that will be carried out in the CRCCTI as a representation of the Governance of the Goal. The Governorate of the Goal together with the CRCCTI, in compliance with the 2016-2019 Economic and Social Development Plan, advances in the formation of three clusters: nature tourism cluster, bioenergy cluster and agri-food cluster. As one of the main tasks in professional practice was to accompany the process of forming the nature tourism cluster and food agribusiness cluster, and direct support in the formation of the Bioenergía del Meta cluster with practicians of universities.
