Este documento tiene como particular propósito referir a la manera como se ha desarrollado el conflicto armado en Tumaco, en los últimos años. Para ese efecto, se analizan las condiciones particulares del municipio; por un lado, su posición geoestratégica y fronteriza que lo convierte en un corredor para el comercio de narcóticos; asimismo, el abandono institucional y la debilidad del Estado en la región que generan una alta vulnerabilidad de la población y reproducen, por tanto, situaciones de violencia estructural que afectan directamente a los ciudadanos. Tales circunstancias de carácter objetivo hacen que la comunidad en general se encuentre en estado de riesgo frente a los actores armados, lo que permite observar cómo en la última década, la dinámica de la violencia ha cambiado con ocasión del protagonismo de varios líderes armados que, buscando apropiarse del control sobre el tráfico de narcóticos, se disputan la hegemonía de la región, librando una serie de confrontaciones entre los mismos, y con las propias Fuerzas Militares, que si bien fueron impulsadas con las Políticas de la Seguridad Democrática, estas directivas no han permitido resolver el problema estructural de la violencia.
Abstract
This paper refers to the way the armed conflict has developed in Tumaco in recent years. On this
subject, the particular conditions of the village are analyzed; on the one hand, its geostrategic and border
location makes it a corridor for narcotics commerce; also, the institutional abandonment and State weakness
in the region generate a high level of vulnerability for the inhabitants, and reproduce situations of structural
violence which affect directly the citizens. Consequently, the objective conditions put the population in risk before the armed contenders. It is observed that, in the last decade, the dynamics of violence has changed
because of the presence of several armed contenders, which are in dispute to be hegemonic in the region and
take control over the narcotics traffic. These contenders have had a series of confrontations among them and
against the military forces; the military, whether strengthened by the democratic security policy, have not
intended to solve the structural problem of the violence. The dissuasive presence of the State, even with
modern public forces, makes the structural violence to generate a high level of direct violence, affecting
gravely the civil population, while the index of such direct violence is highly over the national average.
Meanwhile, it is not in sight the political will to transform the conflict and, therefore dealing the structural
causes that gave origin to it.
