Formulación del Plan de proyecto para el Diseño de una PMO en 4G Architecture utilizando el marco de trabajo PMBOK® Sexta Edición

dc.descriptionEl presente Trabajo Final de Maestría se desarrolló para atender el problema: identificado en 4G Architecture, donde las diferencias en las prácticas de dirección de proyectos entre sus líneas de negocio, la utilización de metodologías no estandarizadas, la ausencia de mecanismos homogéneos de seguimiento y control, la limitada gestión del conocimiento y la escasa articulación entre la ejecución de los proyectos y la estrategia organizacional dificultan el fortalecimiento de las capacidades institucionales en dirección de proyectos. En respuesta a esta situación, se planteó como objetivo: formular el Plan para la Dirección del Proyecto para el diseño de una Oficina de Dirección de Proyectos (PMO) de apoyo, fundamentado en las buenas prácticas de la Guía del PMBOK® Sexta Edición, el modelo Organizational Project Management Maturity Model (OPM3®) y la metodología PMO Value Ring. Para alcanzar dicho propósito, como método: se desarrolló un proyecto de extensión con enfoque aplicado, sustentado en el análisis documental de las prácticas actuales de gestión de proyectos en la línea Cladding, la evaluación cualitativa de la madurez organizacional mediante OPM3® y la aplicación integrada de los referentes metodológicos seleccionados. Como resultados: se formuló un Plan para la Dirección del Proyecto que integra el Acta de Constitución, la Estructura de Desglose del Trabajo, el cronograma, el presupuesto y los planes subsidiarios de gestión definidos por el PMBOK® Sexta Edición; adicionalmente, mediante la aplicación del PMO Value Ring se identificaron las necesidades organizacionales, se alinearon las expectativas de los interesados, se priorizó el catálogo de servicios de la PMO, se definió su modelo conceptual de gobernanza, se estableció un sistema de indicadores de desempeño (KPIs), se estimaron los beneficios esperados y se estructuró un roadmap estratégico para orientar su futura implementación. Finalmente, las discusiones: permitieron evidenciar que la integración de PMBOK®, OPM3® y PMO Value Ring constituye un enfoque metodológico sólido para formular proyectos orientados al fortalecimiento de las capacidades organizacionales en dirección de proyectos, proporcionando a 4G Architecture una base estructurada para la toma de decisiones sobre el futuro diseño e implementación de una PMO de apoyo y un referente metodológico aplicable en organizaciones con características similares.
dc.description.abstractThis Master's Final Project was developed to address the problem: identified at 4G Architecture, where differences in project management practices across its business units, the use of non-standardized methodologies, the absence of consistent monitoring and control mechanisms, limited knowledge management, and weak alignment between project execution and organizational strategy hinder the strengthening of organizational project management capabilities. In response to this situation, the objective: was to formulate the Project Management Plan for the design of a supportive Project Management Office (PMO), based on the good practices established in the PMBOK® Guide Sixth Edition, the Organizational Project Management Maturity Model (OPM3®), and the PMO Value Ring methodology. To achieve this purpose, the method: consisted of an applied extension project supported by a documentary analysis of the current project management practices within the Cladding business unit, a qualitative organizational maturity assessment based on OPM3®, and the integrated application of the selected methodological frameworks. As results: a comprehensive Project Management Plan was formulated, integrating the Project Charter, the Work Breakdown Structure (WBS), the project schedule, the project budget, and the subsidiary management plans established by the PMBOK® Guide Sixth Edition. Furthermore, through the application of the PMO Value Ring methodology, organizational needs were identified, stakeholder expectations were aligned, a prioritized PMO service catalog was defined, a conceptual governance model was established, a performance measurement system (KPIs) was developed, the expected organizational benefits were estimated, and a strategic roadmap was structured to guide its future implementation. Finally, the discussion: demonstrated that the integration of the PMBOK® Guide Sixth Edition, OPM3®, and PMO Value Ring provides a robust methodological approach for formulating projects aimed at strengthening organizational project management capabilities, providing 4G Architecture with a structured basis for decision-making regarding the future design and implementation of a supportive PMO while offering a methodological reference that can be adapted by organizations with similar characteristics.
