From a technical perspective, these activities include the assessment of material quality, budget analysis, verification of schedule compliance, and the continuous review of documentation, relying on reports that serve as a basis for decision-making in projects. However, in the institutional sphere, these practices tend to be limited to formal compliance, revealing shortcomings in technical analysis, recorded information, and a low capacity to generate timely alerts that strengthen management. Therefore, the need arises to review and strengthen this report used as a supervision tool. In this context, the research analysis was developed within the framework of a qualitative approach with a descriptive scope, through the documentary and theoretical review of references related to project oversight and construction supervision. Based on this analysis, an improvement proposal for the F-GIF-019 format was developed, aimed at optimizing information collection, strengthening the standardization of reports, and improving their quality. The core objective is to examine these variables from the perspective of technical supervision, in order to enhance the performance and durability of hydraulic concrete pavements. A qualitative and documentary methodology is used, based on the review of national standards, technical manuals, specialized literature, and field experience reports. From this review, frequent issues are identified, such as poor subgrade characterization, errors in concrete mix design, curing deficiencies and insufficient joint control. The study identifies persistent weaknesses in inspection and supervision processes, particularly regarding culverts, drainage channels, box culverts, ditches, and other hydraulic structures, where monitoring often focuses on administrative or financial aspects rather than on construction procedures, material compliance, and hydraulic performance required by current regulations. The general objective is to consolidate a practical and technically robust guide that establishes control criteria, field verification activities, and responsibilities for supervisors, inspectors, and site engineers. Methodologically, the research follows a qualitative, descriptive, and documentary approach with a non-experimental and cross-sectional design, based on the review, selection, and comparative analysis of national and international standards, manuals, and technical guidelines (INVÍAS, RAS, EAAB, DNP, MOP Chile, AASHTO, among others), organized through analytical and categorization matrices. The results include the identification of critical construction phases, key control points, and acceptance criteria for hydraulic structures, leading to the creation of a methodological proposal structured as a technical guide oriented to professional field application. The study concludes that standardizing monitoring procedures—supported by regulations and international best practices—strengthens supervision processes, improves quality traceability, and reduces the risk of premature failures in hydraulic structures associated with road projects. The review identified several deficiencies that affected the proper supervision of the project, causing delays and financial impacts. Key findings include a lack of technical monitoring, deficiencies in contract planning, an absence of effective control mechanisms, and weak communication among the parties involved. Furthermore, regulatory gaps and a limited institutional capacity to perform the required control and supervision functions were evident. The analysis concludes that the contract breach is not due to an isolated cause, but rather to the convergence of structural deficiencies inherent in local public management. The study also proposes a series of improvement strategies aimed at institutional strengthening, optimizing public procurement processes, and enhancing the technical qualifications of the oversight teams. This technology, through post-processing of geolocated aerial images captured by drones, produces a scaled orthomosaic that can be used for construction supervision and intervention to measure progress and specific control. Aerial drone technology and its post-processing using photogrammetry and cartography programs such as Pix4d, Recap, or AutoCAD, have transformed cartography and topography from their development in the field to their subsequent digital post-processing. This report presents two verification procedures: First, a manual measurement is performed using a tape measure according to the cadastral map of the Metropolitan Area of Bucaramanga, on terrain with a medium slope that allows this manual procedure. The second method consists of a series of photographs captured with drones and the creation of photogrammetry software, using control or waypoints, which produce planimetric and cartographic data of the target lot through image interpretation in the AutoCAD system with a point cloud. The conclusions detail the use of drones and photogrammetry with orthomosaic applied to the data collected with a tape measure according to the AMB cadastral map planimetry. Dredging consists of the removal of sediments accumulated in rivers. The Magdalena River is the main source of sediments in the Caribbean Basin. It is a necessary activity which ensures the required depth, avoiding floods and facilitating river transport for navigation, ports, and canals. Despite its importance, there are inefficiencies in the execution of the supervision and supervision of the regulations, making necessary a correct intervention during the dissimilar stages of dredging. This manual addresses the need to establish a clear and effective tool for the supervision and supervision processes. The objective is to provide a detailed guide to ensure compliance with the regulations in the processes of supervision and integral auditing of hydraulic dredging, for this the methodology used is descriptive, it was developed in three stages: a scientific analysis of the regulations, the design of the manual based on this analysis and a validation of the manual by professionals. Despite the existence of the manual, it is questioned whether it provides adequate guidance on the specific responsibilities acquired by these individuals (Ramírez, 2020; Forero-Ruíz, 2022). The main objective is to evaluate the effectiveness of the manual in providing guidance on these responsibilities. The qualitative methodology includes the analysis of sources such as the Supervision and Intervention Manual (2021), Law 80 of 1993, and Law 1150 of 2007, in addition to relevant jurisprudence such as Judgment C-563 of 1998. The study compared the congruence of the manual with regulations and judicial pronouncements. The results highlight the importance of supervision and intervention to prevent corruption and ensure regulatory compliance. However, there are challenges such as the quality of reports, the lack of specialized training, and the need to continually review the regulatory framework. The need to clearly differentiate between supervision and oversight is highlighted, as well as to improve training to avoid problems such as delays and cost overruns (Forero-Ruíz, 2022). The analysis of the regulatory framework and legal responsibilities, which include civil, criminal, fiscal, and disciplinary consequences, demonstrates the severity of non-compliance (Gómez and Rodríguez, 2019). The research identifies shortcomings in construction and audit contracts, proposing improvements and developing a guide of recommendations applicable at the departmental level. To achieve this goal, a methodological approach was implemented, including conducting surveys directed at personnel involved in supervision processes. The results revealed a series of significant deficiencies and obstacles in the supervision work, ranging from a lack of clarity in roles and responsibilities to the absence of effective protocols for detecting and correcting potential flaws. These difficulties pose a potential threat to the structural integrity of constructed works and the safety of occupants. In this context, the development of a supervision guide is proposed, integrating best practices, clear procedures, and effective control tools. This guide not only aims to mitigate the identified deficiencies but also to establish a solid framework for more rigorous and effective technical supervision in the future. This technical guide is aimed at covering special facilities and infrastructure requirements for its operation, in conditions of quantity, quality and time required for service environments: accommodation and offices, which were intended to be covered by modular systems. Erosion and detachment are observed on the façade of the staircase, rust on the railings and exposure of the reinforcements on the columns of the stairs near the Villacentro shopping center (axes G, H, I) and on the edges of the bridge between axes B and E. It is suspected that the differences in the transverse system between the B-E and E-G axes may have been caused by different construction processes, such as less coverage on the curbs or the use of lower quality concrete. It is proposed to carry out complementary tests to evaluate the level of oxidation of the reinforcements and determine if it is necessary to carry out restoration or replacement procedures. In addition, it is suggested to renew the concrete coating in several areas, such as the curbs, the columns of the affected stairs in Villa Centro and the bases of the railings. For the rehabilitation of reinforcements and railings, it is recommended to use protection, such as corrosion inhibitor additives in the concrete and the application of an anticorrosive coating layer with zinc pigments and liquid resins. It is essential to establish a periodic maintenance plan to ensure the proper maintenance of the pedestrian bridge. It is suggested to divide maintenance into three categories: preventive, corrective and predictive. Preventive maintenance would consist of cleaning, removal of vegetation and structural verification on a biweekly or monthly basis. Corrective maintenance would fix any problems reported during preventive maintenance or other sources. Predictive maintenance would include long-term activities, such as painting, antioxidant protection, structural reinforcement and evaluation by pathology experts, scheduled annually. The method consisted of the development of four phases according to the proposed objectives and using a Mavic 2 Pro drone with a 1" sensor and a Spectra Precision Mobile Mapper 50 GPS equipment. Results and discussions. The activities that required follow-up in the construction process of the rainwater channel were identified, according to the technical specifications established by RAS 200 and in the technical specifications of the work contract. This work seeks to make a comparison between a topography carried out with a total station, and one carried out with a drone, against the official cartographic information of a property, thus determining the reliability of said topographic methods. Among the results, it stands out that, although the methods analyzed are effective in terms of the results obtained, the method with the drone generates such efficiency that it saves time and resources and improves the accuracy of the data obtained.
