The purpose of the following research is to address the contractual processes in public works in the Department of Boyacá, Colombia, with the aim of improving the pre-contractual and post-contractual stages. It is based on the need for an efficient administrative function, in line with legality, transparency and efficiency, according to current legislation and previous studies. The research identifies shortcomings in construction and audit contracts, proposing improvements and developing a guide of recommendations applicable at the departmental level. The structure of the document includes a glossary, general introduction, problem statement, justification, objectives and a reference framework with theoretical, conceptual and legal aspects. The research method involves the government of Boyacá, using documentary analysis of public data and SECOP II. The document concludes with a synthesis of key results and recommendations based on findings.

The present work was elaborated with the purpose of perfecting by means of a methodology of applied professional development, the topographic survey of the housing project “El Portal del Bosque” closed set, located in the municipality of Tunja-Boyacá for the application of urban development license of the second and third stage before the pertinent urban curator's office, following the observations contained within Resolution # 1026 of December 31, 2021, methodology carried out by obtaining photogrammetric samples acquired by remotely piloted aircraft, photointerpretation of point cloud, ortho-mosaic scaling and post-processing of photogrammetric sampling using specialized software such as Pix4D Mapper, ArcGIS, Global Mapper and Autodesk platforms. This work complements the topography previously carried out for the conception of the first stage of the project, which was elaborated under the conventional techniques used by the topographers and a comparison was made in the same way, from which the reliability in the application of such methods and technological tools was determined.

The San Pedro building was the building chosen as a patient for the pathological study, built more than 85 years ago, it is located in the center of the city of Neiva, department of Huila, belonging to the Committee of Coffee Growers of Huila, currently it is a structure used in its first level as a parking lot and the second level is uninhabited, in many years no interventions have been made to maintain the building, this is why intervention and recovery is required to preserve and conserve this building in the city center from Neiva.
Factores en la gestión de adquisiciones que afectan la gestión en costos y presupuestos en los proyectos de construcción públicos en Santander

This document carries out an analysis and evaluation of the problems presented in the acquisition management of a construction project that affect the costs and execution budget, taking into account case studies of the most recent works in the department of Santander within the Public Management. These revised variables were identified through a survey with the use of the Linkert Scale, establishing concurrent factors causing construction delays and with this detecting procedures to correct any failures that project executors may have in the construction stage and that benefit the Intervention and supervision work. The results of this research show that keeping in mind the variables and technical procedures proven in procurement management can generate benefits in time and quality for the construction project.

The research focused on thoroughly analyzing the main challenges regarding technical supervision in the construction company "Construcciones Fernando Sayago Ortega S.A.S", according to the guidelines established in Title I of the Colombian Seismic Resistant Standard NSR 10. To achieve this goal, a methodological approach was implemented, including conducting surveys directed at personnel involved in supervision processes. The results revealed a series of significant deficiencies and obstacles in the supervision work, ranging from a lack of clarity in roles and responsibilities to the absence of effective protocols for detecting and correcting potential flaws. These difficulties pose a potential threat to the structural integrity of constructed works and the safety of occupants. In this context, the development of a supervision guide is proposed, integrating best practices, clear procedures, and effective control tools. This guide not only aims to mitigate the identified deficiencies but also to establish a solid framework for more rigorous and effective technical supervision in the future. Its implementation is presented as a fundamental measure to ensure quality and safety in the construction projects carried out by the company.

The ability of architecture to offer solutions to problems in real time has been present throughout history, in the construction of homes, buildings, offices and living spaces for basic needs. The purpose of this document is to produce a technical guide through a checklist tool, which allows to control the processes of technical supervision in works related to modular systems, in the use of offices and accommodation for the company. This technical guide is aimed at covering special facilities and infrastructure requirements for its operation, in conditions of quantity, quality and time required for service environments: accommodation and offices, which were intended to be covered by modular systems. Throughout the document, a history of failures in modular construction works is presented, in the absence of a technical guide for the control of processes, the parameters required by law in relation to the actions aimed at the execution of modular systems in the use of accommodation and offices are presented, finally, a checklist for the necessary controls in this type of construction works is presented.

The present project consists of the bibliographic, documentary and legal compilation of the regulations in force in Colombia on the stages of public contractual management, the importance of knowing all the stages and the consequences of not having clear knowledge of them.For the development of the project, a mixed approach methodology was used, implementing a survey of students specializing in construction supervision and supervision, where the results to be expected include a perception and knowledge of the students regarding the topic addressed. to later carry out a statistical analysis on the expected results, in addition to exposing in this work the phases in detail and the consequences of not carrying out this process correctly, where knowing these aspects can be beneficial for students specializing in auditing. and supervision of the construction of the Santo Tomás University, since it allows them to carry out better technical, administrative, financial, accounting, and legal supervision of state contracts. Where according to the results collected, 85% of the students surveyed have knowledge of the stages of public contractual management but only 65% know the necessary documents to participate in the public contracting exercise in Colombia, in addition to 85% of respondents know what transparency is in contracting, but they are not clear about the ways to prevent corruption in public contract management since only 71% know the parameters to avoid fraud or illegality in contracting processes.

This thesis aims to contribute to the solution of the problem arises during the supervision in the construction of superficial foundations in column-beam type buildings, where deficiencies have been evident in the surveillance and technical review processes, finding flaws in the construction procedures, in the quality control of the materials and in the lack of knowledge of the intrinsic characteristics of the terrain or soil to be intervened, among other factors, which frequently have a solution through additional costs. In response to the problem posed, this work aims to prepare a Proposal for a follow-up list for construction processes and material specifications for shallow foundations in portico-type buildings, which allows complementary activities to be carried out in order to achieve fewer setbacks or additional costs, providing a tool for detecting failures and errors produced during construction, avoiding them or minimizing the adverse effects of deficient processes, preventing possible excessive settlements, lateral displacements and in more extreme cases, the collapse of structures due to foundations, which can put human lives at risk.

The pedestrian bridge has damage to the concrete coating due to lack of maintenance. Erosion and detachment are observed on the façade of the staircase, rust on the railings and exposure of the reinforcements on the columns of the stairs near the Villacentro shopping center (axes G, H, I) and on the edges of the bridge between axes B and E. It is suspected that the differences in the transverse system between the B-E and E-G axes may have been caused by different construction processes, such as less coverage on the curbs or the use of lower quality concrete. It is proposed to carry out complementary tests to evaluate the level of oxidation of the reinforcements and determine if it is necessary to carry out restoration or replacement procedures. In addition, it is suggested to renew the concrete coating in several areas, such as the curbs, the columns of the affected stairs in Villa Centro and the bases of the railings. For the rehabilitation of reinforcements and railings, it is recommended to use protection, such as corrosion inhibitor additives in the concrete and the application of an anticorrosive coating layer with zinc pigments and liquid resins. It is essential to establish a periodic maintenance plan to ensure the proper maintenance of the pedestrian bridge. It is suggested to divide maintenance into three categories: preventive, corrective and predictive. Preventive maintenance would consist of cleaning, removal of vegetation and structural verification on a biweekly or monthly basis. Corrective maintenance would fix any problems reported during preventive maintenance or other sources. Predictive maintenance would include long-term activities, such as painting, antioxidant protection, structural reinforcement and evaluation by pathology experts, scheduled annually. In addition, the importance of extending this maintenance plan to all concrete pedestrian bridges in Villavicencio is highlighted.

Problem. The complexity of some infrastructure works demands the use of more appropriate tools to verify compliance with technical specifications. Objective. Therefore, the objective was to propose an intervention and supervision procedure through the use of photogrammetry obtained from RPAS or Drone equipment applied to the construction of a rainwater channel in the Prados del Este neighborhood, located in the municipality of San José de Cúcuta, Norte de Santander. Method. The method consisted of the development of four phases according to the proposed objectives and using a Mavic 2 Pro drone with a 1" sensor and a Spectra Precision Mobile Mapper 50 GPS equipment. Results and discussions. The activities that required follow-up in the construction process of the rainwater channel were identified, according to the technical specifications established by RAS 200 and in the technical specifications of the work contract. Next, a procedure was designed for the audit and technical supervision through the use of RPAS equipment and the results obtained were analyzed, observing that these are tools that improve the field review compared to traditional techniques.

At present, technological advances and technological tools have penetrated almost all human activities, topography is no exception to the rule, from measurements by appointment, through theodolite and the level of precision, this has evolved Until reaching the total station as a fundamental element of the surveying process, nowadays more sophisticated tools such as Drones, and digital editing make surveying more efficient and effective in every way. This work seeks to make a comparison between a topography carried out with a total station, and one carried out with a drone, against the official cartographic information of a property, thus determining the reliability of said topographic methods. Among the results, it stands out that, although the methods analyzed are effective in terms of the results obtained, the method with the drone generates such efficiency that it saves time and resources and improves the accuracy of the data obtained. The field of construction has been for years a precursor of progress and advancement at the level of civilization, which has provided multiple benefits in the quality of life of people, employability and development of territories worldwide; which, nowadays with technological advances, surprises us even more. One of the important infrastructures that man has been able to build throughout the territories, are the roads; a means of terrestrial communication that connects places, facilitates the exchange of merchandise, which gives an important movement to the economy of the sector, however, if you look at the state of some roads of tertiary origin, they do not have an efficient and comfortable road surface, which consequently becomes a delay in road matters, this in turn generates discomfort among drivers and residents of the area, especially in times of constant rain where traffic is more difficult; that is why intervention is required with projects that cover a considerable extension of land, ready for circulation. In every construction project it is of vital importance to include something called environmental management, which is responsible for all the environmental impacts that are produced by the execution of the different activities within the work, therefore, the strategies that are implemented as contingency measures for each one, will trace the beginning of the conservation and protection of the environment.

The present work contains the development of an alternative for the monitoring, control and supervision of the construction of a concrete footprint plate through the use of an unmanned vehicle, with the purpose of comparing the performance, cost and precision in relation to the traditional intervention. For the execution of this scope, a Mavic 2 Pro Drone was obtained, several software for digital image processing such as Agisoft Metashape, ArcGIS Pro and AutoCAD and information on the construction process of the concrete footprint plate of the Las Minas - La tertiary road. Lagoon in the section between K0+000 to K0+123 of the Municipality of Mutiscua. The executed project is of a type of applied and investigative approach, every time due to the extracted data they have been quantitative and compared with new innovative methodologies for the control of quantities of work. Therefore, the proposed method generates as a result, that carrying out audit activities through the use of the drone could have a good cost-benefit ratio, since there is a 16% reduction in costs compared to a traditional audit.

This thesis aims to contribute to the solution of problems that have arisen in oversight and traceability processes in contracts within the framework of public administration in Colombia. The study examines the supervision and intervention processes in the country, and finds that these professions have focused primarily on technical supervision and intervention processes, neglecting the value of administrative, financial, and legal surveillance and control. This hypothesis is supported by the analysis of case studies that show a lack of formality and precision in the traceability of administrative, financial, and legal supervision and intervention, resulting in cost overruns and suspensions in the execution of works. This problem is escalated in municipalities of the fourth, fifth, and sixth categories, where no manuals exist to establish and define the supervision and intervention processes. In response to this problem, this thesis aims to develop a guide to administrative, financial, and legal documents for the supervision and intervention of civil works in the pre-contractual, contractual, and post-contractual stages of the municipality of Rovira. Rovira is a fifth-category municipality where deficiencies have been found in the previously mentioned processes, and this work aims to increase the formality and rigor of these processes, thereby contributing to the improvement of this problem and the proper development of contract execution.

During the execution phase, all construction projects are exposed to a series of variants, setbacks and inconsistencies, either due to shortcomings in the study, design and planning phase or to external contingencies (weather incidents, machinery breakdown, shortages of materials) that lead the performers to make decisions with the aim of facing and resolving these unforeseen events that put the fulfillment of the contractual object at risk. How to implement strategies that minimize these mishaps during the execution period and contribute to the optimization of processes? Taking as an object of study the case of Sinergia Constructora Zomac S.A.S of Florencia Caquetá, focusing the interest on the Work Contract No. 20200000362, as well as on the final report of the respective inspection contract, and using the tools provided by applied research with a quantitative approach, this monograph designs a guide for the application of the Kaizen or permanent improvement methodology with the aim of optimizing the execution processes of construction contracts led by this company.

This document presents an inventory with the compilation, description and analysis of the general and specific functions of the Urban Curatorships de Floridablanca and the Municipal Planning Advisory Office, with a focus on compliance with urban regulations in construction projects in new construction mode, whose licenses were issued in the urban curatorships in the year 2021, determining the presence or absence of the inspector and supervision of the works subsequent to their dispatch. The license of construction of new work is the modality of construction of a property which is empty or with demolition of what is in the same one, must comply fully with the urban regulations in force at the time of the settlement of the project. To this end, the methodology implemented in this monograph is governed by the following parameters, based on the description of the procedures for issuing the aforementioned licences, listing the various projects selected for the sample established as a convenience for the analysis between urban control of the respective licences, the interpretation of the results to demonstrate the need for a control body and to identify the causes and effects for the strengthening of protocols, procedures and the implementation of a tool for the control and supervision of works.

According to article 83 of Law 1474 of 2011, Anti-Corruption Statute, public entities are obliged to permanently monitor the correct execution of the contracted object through a supervisor or an auditor to protect administrative morality, to prevent the occurrence of acts of corruption and to protect the transparency of the contractual activity. The absence of a guide for technical and administrative auditing in the Cesar department exposes the need to regulate the general considerations for the correct execution of contracts as a tool for those people who work as supervisors and auditors of sports venues and thus be able to apply the norms, guidelines and adequate procedures for the correct monitoring and control of the objectives of a contract in a transparent and effective manner. On the other hand, an analysis was carried out of the aspects, guidelines, and similar specifications of the documents of different departments of the country such as the Bogotá, Antioquia and Santander manuals that can be applied to Cesar but must be modified considering the needs and tools of the department. Additionally, other documents and a project to be contracted by the municipality of Río de Oro were studied, which consists of the construction of a sports arena in the town of Montecitos, with its technical specifications, plans, budget and programming, specifications to complement the information obtained and achieve as a result a guide in the form of a checklist so that the professionals in charge of exercising the supervision of a sports scenario have a tool that allows them to carry out technical and administrative monitoring during all phases of the contract: preliminary stage, development and execution and receipt and delivery of the work.
